This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for Blast Consequences & Explosion Effects. \n\n \n\n 12. The purpose of the Blast Consequences & Explosion Effects contract is to provide engineering services to support the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Explosion Effects and Consequence (EE&C) Division. Blast Consequences & Explosion Effects related services will fall under the following task categories: \n\n \n\n 1) Structural Systems Analysis \n\n 2) Explosion Effects and Consequences Analysis \n\n 3) Miscellaneous Engineering Support. \n\n \n\n 13. Procurement Method: Solicitation for Commercial Items using Contracting by Negotiation Procedures \n\n \n\n 14. The NAICS Code for this procurement is 541330 (Exception 1) and the annual size standard is $47.0. \n\n \n\n 15. The Government intends to award this contract to only one contractor. \n\n \n\n 16. The contract term will be a base period of 60 months plus a six-month option. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. \n\n \n\n 17. This contract will replace a contract for similar services awarded in 2018 for $6.5M. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. \n\n \n\n 18. Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov under “contract opportunities” when it becomes available. \n\n \n\n 19. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. \n\n \n\n 20. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. \n\n \n\n 21. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, and a price (or cost) proposal for evaluation by the Government. \n\n \n\n 22. A sources sought notice ACQR5934615 for this procurement was posted on 28 October 2024 on SAM, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement for Small Business.
