{"description":"THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE The U.S. Bureau of Reclamation, California-Great Basin Region, intends to award a sole source purchase order to L&S Electric Inc. for the upgrade of digital governor Programmable Logic Controllers (PLCs) and Human-Machine Interfaces (HMIs) at the Shasta Powerplant. This upgrade will apply to five generator units and two service units. A sole source justification has been prepared in support of this acquisition. The project includes replacing obsolete Quantum PLCs with Modicon M580 BMEP581020 PLCs and Magelis HMIGTO5310 touchscreen panels, using Schneider Electric's Evolution Input/Output (I/O) Chassis to minimize downtime and preserve existing wiring. L&S will design, program, and test the new systems, including enhancements to governor logic for synchronous condense and rough zone operations. See attached Statement of Specification. Due to proprietary hardware and software integration, and the need for specialized programming knowledge, this procurement is being conducted under the authority of FAR 13.501(a). The period of performance is two years from the date of award. Firms believe that they can provide the supply with incidental services above must submit written notice to the Contract Specialist and must provide evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. Please include notice number 140R2026Q0003 in your response. This is not a request for competitive quotations. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. This notice is the only official pre-solicitation notice of this requirement.
