Introduction UNDP is seeking a qualified service provider legally established in Ecuador to conduct a comprehensive study on drinking water consumption habits in Cuenca. The selected provider will support the implementation of the AquaSmart project—one of the finalists of the 2025 Mayors Challenge—by designing and executing surveys, manual water consumption readings, and focus groups. The study aims to validate water-saving strategies and inform the development of a new billing model and mobile application interface for the municipal water utility ETAPA EP. Please note that this tender process is restricted to companies legally registered in Ecuador.
