Introduction The Climate Resilience Programme (CRP) is a strategic initiative designed to improve the cooperation and resilience of local and regional stakeholders to the threats and risks posed by climate change. Through technical assistance, policy support, and institutional strengthening, the programme aims to facilitate the Government of Pakistan’s efforts in building climate-resilient systems and frameworks. CRP is particularly focused on advancing implementation of climate strategies and commitments, including the Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), and other national policies aligned with global climate frameworks, while contributing to enhance the resilience of institutions and communities through implementation of various initiatives. The Paris Agreement, signed in 2016 under UNFCCC, is a long-term temperature goal to keep the increase in global average temperature well below 2 °C and to make efforts to limit the increase to 1.5 °C. Article 4 of the Paris Agreement requires each Party to prepare, communicate, and maintain successive nationally determined contributions (NDC) that it intends to achieve, every five years. Pakistan, being a signatory to the Agreement, submitted its intended NDCs in 2015, revisions in 2021 and now aims to prepare its third iteration (NDC 3.0), due for submission in September 2025. This consultancy will provide technical support to UNDP Pakistan and the Ministry of Climate Change and Environmental Coordination (MoCC&EC) in preparing Pakistan’s Nationally Determined Contributions (NDC) 3.0 through data-driven mitigation planning, cost-effective decarbonization pathways, institutional coordination, and resource mobilization mechanisms in line with the Paris Agreement and national development priorities. The selected firm will support the development of a Marginal Abatement Cost Curve (MACC) using the LEAP model, selected by MoCC&EC to guide Pakistan’s decarbonization targets and NDC commitments. The MACC will assess costs, technologies, and pathways to inform efficient action in the upcoming NDC revision. A sector-specific GHG baseline will be established for the Agriculture sector, the country’s most emission-intensive, alongside a detailed Energy Sector Mitigation Plan outlining priority technologies, transition pathways, and enabling policies to reduce emissions while maintaining energy security and growth. The consultancy will identify and structure a sectoral project pipeline aligned with national and provincial priorities, and develop an NDC 3.0 Investment Plan mapping financing needs, sources, and mechanisms, including climate finance instruments and carbon markets.
