Call for External Collaborator – International Consultant – Social Protection Capacities Assessment in the OPT

Description

The international consultant will lead a granular assessment of social protection capacities in the OPT needed to progressively realize a universal social protection vision and sustain a social protection floor under crisis conditions, managing and supervising a national consultant contracted for the same assignment. The consultant will design the methodology and tools; lead the baseline audit, Capacity Cube diagnostic, fiscal costing and stakeholder consultations; supervise and quality-assure the national consultant’s field work and data collection; and produce all deliverables, including the Strategic Capacity Development Plan (SCDP), providing an evidence-based roadmap for social protection capacity building. Shortlisted candidates will be interviewed before the selection process.
