This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.\n(ii) The solicitation number is 36C24126Q0449 and the solicitation is issued as a request for quotation (RFQ).\n(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-05.\n(iv) This requirement is being issued as a VOSB/SDVOSB set-aside. The associated NAICS 238210 and small business size standard is $16.5 million.\n(v) The Government intends to award a firm-fixed price award for Replacement Medical Air Dryer equipment at West Haven VAMC. Please see \nthe attached Performance Work Statement for full requirement details. Please complete the Price Schedule below \nand submit with the quote submission. \n(vi) The Contractor shall provide all resources necessary to provide Replacement Medical Air Dryer equipment \nIAW the attached (PerformancevWork Statement). Meet at Building 15 and obtain a temporary day badge and complete a sign-in sheet. \n \nSubmission of Quotes: \n(1) Quotes shall be received on or before the date and time specified in Section (xv) of this solicitation. Note: Offers received after the due date and time shall not be considered.\n(2) Offerors shall submit their quotes electronically via email to tnauri.woodbridge@va.gov.\n(3) Quote Format: The submission should be clearly indexed and logically assembled in order of the evaluation criteria below. All pages of the quote shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer.\nEvaluation Process: \nAward shall be made to the best value, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.\nOfferor quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. \nThe Government shall award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, price and other factors considered. List of Major Subcontractors:\n\n\n\n\n\nATTACHMENT 3\nSTATEMENT OF WORK\nMEDICAL AIR DRYER EQUIPMENT\nREPLACEMENT \nBACKGROUND\nVA Connecticut Healthcare System has experienced a failure in Medical Air Dryer equipment servicing the Operating Room Suite and SICU. Replacement Medical Air Dryer equipment is required to restore permanent Medical Air Service to critical patient care areas. Temporary rental equipment is currently in place and shall be coordinated for removal at the time of planned installation of permanent equipment. \n\nJUSTIFICATION\nThe replacement of Medical Air Dryer equipment is required to ensure that compressed air used in healthcare settings maintains purity by preventing bacterial growth in medical air pipes and the safety of medical air and respiratory devices, anesthesia delivery, and surgical tools equipment operation in accordance with NFPA 99. \n\nPLACE OF PERFORMANCE\nThe place of performance for this contract is VA Connecticut Healthcare System, West Haven VA Medical Center located at 950 Campbell Avenue; West Haven, CT 06516.\n\nPERIOD OF PERFORMANCE\nThe Contract Time Period of Performance will be 90 calendar days upon contract award and Notice to Proceed (NTP) and includes contractor closeout.\n\nQUALIFICATIONS\nTo be considered eligible for consideration, potential bidders shall have a field service representative located within 200 miles of the West Haven Campuses of the VA Connecticut Healthcare System and have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment that he/she is being asked to provide services for. \n\nLicensed Medical Gas Installer meeting ASSE 6030 Medical Gas Systems Verifier Certification.\n\nBidders must provide upon request, documentation of factory certified service/maintenance training on the specific equipment under the terms of this contract. Each dryer shall have an independent power supply with dedicated disconnect. Include labeling. \n\nFurnish and install two (2) Medical Grade Air Dryers systems with purge control, 45SCFM in Building 1, 5th Floor Mechanical Room.\nSystem shall comply with NFPA 99 and ISO 8573 class 1 or better for Medical Air. \nEach unit shall be rated for continuous duty. \nSize for peak demand at 130 CFM minimum. \nConfigured for redundancy N+1 capability. \nMaintain isolation valves for each unit. Bypass piping to maintain continuous service. \nMandatory independent control systems including:\nDedicated PLC or microprocessor controller per unit. \nIndependent start up controls.\nDew point monitoring. \nRegeneration cycle timing.\nAlarms processing.\nNo shared control logic or dependency by the VA Medical Center. \nHigh dewpoint alarm.\nDryer failure alarm. \nPower failure indicator. \nStandalone operation. \nAlarms shall be local panel mounted and integrated with the building automation system. \n\nFurnish and install flex line and fittings required for installation.\n\nProtect all equipment in place during replacement activities. \n\nPerform post installation inspections, testing, and certification of the medical gas system as required by NFPA 99. \n\nFurnish on site training of new equipment for a minimum of two (2) hours for VA Connecticut Healthcare Facilities Management Staff. \n\nSUBMITTALS/DELIVERABLES\nService provider shall furnish all submittal item documentation (with final dispositions) and final documentation report with all tests, photos, and correction of deficiencies within 14 business days following the completion of work. \n\nService provider shall furnish all material certifications for any replacement parts used. \n\nService provider shall furnish a waste manifest as required. \n\nMinimum warranty of one year on all parts, labor, workmanship, and equipment shall be furnished. \n\nSPECIAL INSTRUCTIONS\nService Provider Check-in: All employees of the service provider shall comply with VA Security Management Program and obtain permission of the VA Police and restricted from unauthorized access. Upon arrival, the Service Provider shall sign-in at Building 15 in West Haven and receive a temporary identification badge prior to performing services at VA Connecticut Healthcare System. The Service Provider shall wear visible identification always displaying the name and company ID while on site. All site visits shall be coordinated with the VA COR or assigned POC. \n\nPer Directive 1805, smoking, vaping, and smokeless tobacco are prohibited on the grounds of VA facilities, including in vehicles. This Directive applies to all Service providers and their employees. \n\nNo photography of VA premises is allowed without written permission of the contracting officer. Patients and staff are not to be photographed at any time. \n\nParking for Service provider and employees shall be in designated areas only. Service provider shall coordinate with VA COR. \n\nThe Service provider shall confine all operations (including storage of materials) on government premises to areas authorized or approved by the VA Contracting Officer. Working space and space available for storing materials shall be as determined by the COR. Workers are subject to the rules of the Medical Center applicable to their conduct. Execute work in such a manner as to reduce impacts with work being done by others.\n\nBilling: Provide COR with a report or statement of work completed and include statements with request for payment. Statement should include service completed and the date each service item was completed. Labor charges shall be billed hurly, and any unused labor totals will be credited back to the VA Medical Center on the next billing cycle, upon receipt of the service report. \n\nNARA Records Management Requirements\n\nThe following standard items relate to records generated in executing this contract:\n\nCitations to pertinent laws, codes and regulations such as 44 U.S.C. Chapter 21, 29, 31, and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228.\n\nContractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest.\n\nContractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.\n\nContractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. \n\nThe Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. \n\nThe Government Agency owns the rights to all data/records produced as part of this contract. \n\nThe Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract.
