As a result, this acquisition \nis currently being procured under Federal Acquisition Regulation (FAR) 6.302-5, utilizing the \nEmployee Stock Ownership Plan (ESOP) pilot program as implemented by Section 874 of the \nNational Defense Authorization Act. The data needed to acquire these parts competitively is not \nphysically available, it cannot be obtained economically, nor is it possible to draft adequate \nspecifications or any other adequate, economical description of the material for a competitive \nsolicitation. \nAll offerors must meet prequalification requirements in order to be eligible for award. Firms that \nrecognize and can produce the required item described above are encouraged to identify \nthemselves.
