If you would \nlike to attend please contact Contract Specialist Aaron Banther at \naaron.c.banther.civ@army.mil if you would like to attend. \n\n \n\n STATEMENT OF WORK \nBLUE GRASS ARMY DEPOT GENERATOR MAINTENANCE & REPAIRS \nThe Contractor shall provide all labor, materials, equipment and supervision required \nto perform maintenance and repairs for various makes and models of generators \n(includes all aspects of the generator operation and natural gas/diesel/propane \nengines) and uninterruptable power supplies (UPS) at the Blue Grass Army Depot \n(BGAD) in accordance with the following: \n\n ANNUAL GENERATOR SERVICE \nGenerator sets are to have one PM (preventative maintenance) service performed per \nyear at 12-month intervals. Manufacturer warrantee/minimum requirements are those \nstated for each generator make and model. Contractor shall follow the stated \noperations and maintenance recommendations advertised for each individual \ngenerator. Evaluation of the contractor’s performance against these manufacturer \nrecommendations will be made by monthly quality assurance checks and noted in the \noverall operational performance over the life of the contract. Each generator set is to \nhave a compete inspection to include measurement of output and a written report \nsubmitted to the Contracting Officer after each annual inspection. Additionally, the \nContractor shall provide maintenance records for all services provided for each \ngenerator, portable generator, and UPS/UBS system annually. Report is due no later \nthan 15 days after service and/or inspection of each generator, the contractor shall \nprovide any reports, a list of recommended repairs, if any, and the estimated cost of \nthe proposed repair. \nNo repairs, excluding requirements identified in scheduled services, may be \nperformed without prior approval from the Contracting Officer/COR. The first annual \nservice shall commence within 30 days of contract award and be completed no later \nthan 60 days from contract award. The following annual service provided the option \nyear is exercised shall be conducted one year after the original plus or minus 15 days \nfrom the date of the first annual service. See the “Generator List” for location, size and \ntype of generator. \nAnnual service shall include engine oil and filter change, fuel filter change, changing \nthe antifreeze with a mixture that ensures protection to -25°F, lubricating all lube \npoints, load test of battery, adjusting all belts, inspecting hoses, replacing any \nnecessary hoses, clean and service batteries, check voltage and record, check battery \ncharger, check engine heater, block heater hoses and check for any leaks. Contractor \nshall also test run generators under load for 30 minutes for those denoted “Load Test” \non the generator list. For all non-portable generators, the building to which each \ngenerator services will suffice as the load bank for testing. Load testing of generators \nshall only be performed on a Friday during the work week. No other day is authorized \nto have load tests performed without prior approval from the Contracting Officer/COR. \nAnnual service shall also include inspection of automatic transfer switch, voltage \nsensors and condition of trickle charger. Contractor shall inspect automatic transfer \nswitch to verify generator is performing a weekly self-test properly. Gas pressure on \nLPG and NG units \nshall be checked along with cleaning regulator and vents during the annual service. \nChanging the coolant filter and flushing the cooling system shall be performed once \nevery two years during the length of the contract. Contractor shall ensure that the \ntransfer to backup power will occur. \nThe total amount of time allocated to complete annual services once the cycle has \nbegun is 30 days. \n\n GENERATOR BATTERY CHANGES \nThroughout the duration of the contract, the contractor shall replace all generator \nbatteries that are more than 3 years old (as determined from the battery’s identifying \ninformation/data plate) with a new heavy duty battery in kind. Contractor shall submit \nbattery specifications to the Contracting Officer/COR for approval prior to installation \nto ensure this requirement is met. \nThe labor and materials for replacing/changing batteries shall be charged against the \ntime and materials line item of the contract. The contractor shall be responsible for \nthe proper disposal of all batteries changed as a result of this contract. All old batteries \nshall be properly removed from Blue Grass Army Depot. No batteries or hazardous \nmaterials may be stored on the installation. The Contractor shall provide \nenvironmental, health and safety training to ensure compliance with all federal, state, \nlocal and installation laws or regulations. Contractor shall also provide to the \nContracting Officer/COR all MSDS sheets regarding all chemicals/materials to be used \nin conjunction with this contract upon contract award. The Contractor shall coordinate \nthe dates services are scheduled in advance with the Contracting Officer/COR. \nPreventive maintenance services will be conducted during normal hours of operation, \nwhenever possible. The generators covered by this statement of work are listed on the \nattached worksheet (See Appendix A). An additional line item is included for \nbreakdown repairs (time & materials) which are not considered a part of routine \npreventive maintenance. There is no minimum amount guaranteed, only actual \nexpenses and time may be billed under this line item and the contractor must supply \ndocumentation for labor and materials charged against this line item with their \ninvoice. \n\n AUTOMATIC TRANSFER SWITCH (ATS) TESTING \nATS testing is required at a minimum every 3 months and during major \ntesting/servicing of each generator. Contractor shall note each testing date and result \non the corresponding monthly report. \n\n GENERATOR SELF-EXERCISES \nGenerators are currently programmed to exercise every two-weeks. Contractor shall \nensure that each generator self-exercises according to the pre-programming. \nContractor is responsible for changing dates and times of programmed self-exercises \nupon the request of the COR/Contracting Officer. As a rule of thumb, the dates and \ntimes of programmed self-exercises should occur on non-standard work days and/or \noff-hours. \n\n GENERATOR REPORTING \nThe Contractor shall provide to BGAD Contracting monthly generator reports \nproviding hour meter readings from the non-resettable hour meter on each unit as \nwell as the date and time that each reading was recorded. Monthly reports are \nrequired for all installation generators and portable generators. Portable generator \nreadings shall be reported regardless of whether they are in service or not. These \ninspection reports shall be submitted to the Contracting Officer located in building S- \n14. \nThe Contractor shall provide to BGAD Real Property Specialist (located in building S- \n14) annual generator condition ratings, formally called “Infrastructure Status Reports \n(ISR)”. Annual condition ratings for all generators (excluding portable generators) shall \nbe submitted in accordance with the ISR rating guidelines provided by the Real \nProperty Specialist. \nThe Contractor shall provide monthly air quality service reading reports for \nsubmission to the Environmental Protection Agency (EPA). Contractor shall submit all \nair quality reports to the BGAD Environmental Division of the Directorate of Public \nWorks (DPW) located in building S-14. \n\n PORTABLE GENERATOR MONTHLY SERVICE \nPortable generators shall be inspected, test-started and load-tested once a month with \nan annual service of once per year. Monthly inspections shall include assuring all of \nthe fluid levels are correct, that batteries are in good working condition and fully \ncharged, and all generator systems are functioning correctly. Monthly load tests can \nmay be accomplished at the DPW Storage Yard electrical connection terminals, where \nportable generators are stored when not in service. Annual service shall be \naccomplished at the location the generator may be in use on the installation. \n\n ROUTINE/URGENT/EMERGENCY REPAIRS \nShould a generator or UPS system experience mechanical/electrical failure, the \nContracting Officer/COR will determine whether the repair of the failed generator or \nUPS system is routine, urgent or an emergency. If repair of the failed generator or UPS \nsystem is considered routine, the Contractor will be notified and shall be on-site within \n3 days from the day of notification to repair the equipment. If repair of the failed \nequipment is considered urgent, the Contractor will be notified and shall be on-site \nwithin 24 hours to make repairs. If repair of the failed generator or UPS system is \nconsidered an emergency the Contractor will be notified and shall be on-site within 2 \nhours to repair the generator or UPS system. Contractor shall maintain a record of all \nrepairs for each generator/UPS system. Records of repairs shall be submitted annually \nto BGAD Contracting in conjunction with the annual reports. \n\n SCHEDULED MAINTENANCE \nContractor is to provide Contracting Officer/COR with a minimum 24-hour advance \nnotice prior to performing scheduled services. \n\n GENERATOR TECHNICIAN MINIMUM CERTIFICATIONS \nAt a minimum, the contractor shall employ at least one certified master electrician to \nservice installation generators and UPS systems. Non-master electrician technicians \nare allowed to service generators and UPS systems under the supervision of at least \none certified master electrician. Contractor must provide documentation that at least \none technician has a residence with 1 hour and 30 minutes driving distance at the legal \nspeed limit of the BGAD main gate in order to meet the emergency response \nrequirement. \n\n UNINTERRUPTABLE POWER SUPPLY (UPS) SERVICES \nContractor shall inspect each UPS quarterly. During quarterly inspections, the \nContractor shall check for any alarms and/or faults and make necessary repairs. \nContractor shall check filter conditions and change as needed, at least once annually. \nContractor shall replace all UPS batteries at least every 3 years, or as needed, with the \nexception of the UPS located at Gate 12.
