This is not a solicitation announcement. This notice does not constitute a Request for Quotation (RFQ), and the Government will not award a contract based on this notice. \n\n The U.S. Embassy in Sri Lanka anticipates issuing a solicitation for Cell Phone Services in support of its operations. \n\n The anticipated contract type is a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one (1) year base period and four (4) one-year option periods. \n\n The solicitation is expected to be issued in March 2026 as a Request for Quotation (RFQ) under solicitation number 19CE2026Q0002. \n\n The Government intends to award a contract to the responsible offeror whose quotation represents the best value to the Government, based on a comparative evaluation of all source selection criteria identified in the solicitation. The selected offeror must be determined responsible in accordance with the Federal Acquisition Regulation (FAR) and must submit a quotation that fully complies with all solicitation requirements, including all terms, conditions, representations, certifications, and required documentation. \n\n SAM Registration Requirement \n\n Offerors must be registered in the System for Award Management (SAM) in order to be eligible for contract award.
