{"description":" SOLICITATION NOTICE : This is the solicitation notice for the Energy Resilience Conservation Investment Program (ERCIP) Lake City Army Ammunition Plant (LCCAP) Microgrid and Combined Heat and Power project. The full solicitation is posted via the procurement Integrated Enterprise Environment (PIEE) Solicitation Module with restricted access. \n\n The magnitude of this construction project is anticipated to be between $25 million and $100 million. The magnitude of this project is expected to be at the upper end of this range. \n\n NAICS Code: 237130, Power and Communication Line and Related Structures Construction, which has a size standard of $45,000,000. \n\n This is a Full and Open procurement with HUBZone price evaluation preference. \n\n Please submit bidder inquiries through ProjNet. Instructions can be found in the attached solicitation under "Offeror's Questions and Comments." \n\n \n\n *** SITE VISIT : Registration for the site visit should be completed NLT 15 April 2026 by 12:00PM Eastern . See Section 00 21 00 for the full Site Visit instructions and forms so your access can be processed. There will only be ONE site visit so please prioritize submitting the required forms as soon as possible.*** \n\n \n\n \n\n *Please read below for instructions to access the technical package (Plans/Specificiations)* \n\n \n\n Cybersecurity Maturity Model Certification (CMMC) and Access to Controlled Information \n \n\n For information on CMMC, please reference : https://dodcio.defense.gov/CMMC/Documentation/ \n\n \n\n 1. Purpose of this Notice \n\n This notice is to inform industry of an active solicitation and to outline the mandatory cybersecurity prerequisites required to obtain the full solicitation package, including restricted drawings and specifications. The information to be released is considered Controlled Unclassified Information (CUI). \n\n \n\n 2. Mandatory CMMC Requirement \n\n This acquisition requires the contractor and its subcontractors to process, store, or transmit Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). Therefore, compliance with the Cybersecurity Maturity Model Certification (CMMC) program is mandatory. \n\n \n\t Required CMMC Level: The minimum requirement for this project is CMMC Level 2 (Self) . \n\t Requirement for Award: An offeror will not be eligible for award if they do not possess a current CMMC Level 2 (Self) certification (or higher) at the time of award, as posted and verifiable in the Supplier Performance Risk System (SPRS). This requirement applies to each contractor information system that will be used in the performance of this contract. \n \n\n 3. Procedure to Obtain Restricted Solicitation Documents \n\n Due to the sensitive nature of the project data, the full solicitation package is restricted and will only be released to contractors who have demonstrated CMMC compliance at the required level. \n\n To receive the restricted solicitation documents, interested parties must perform the following steps: \n\n \n\t Step 1: Send Notification of Interest \n\tEmail the following point of contact with your company's information:\n\t \n\t\t To: Alexa Dukes \n\t\t Email: alexa.l.dukes@usace.army.mil \n\t\t Subject: CMMC Verification for [ Insert Solicitation Number or Project Name ] \n\t\t Body of Email: Include your company's CAGE Code and Unique Entity Identifier (UEI). Confirm that your CMMC Level 2 assessment information is current and accurately posted in SPRS. \n\t \n\t \n\t Step 2: Government Verification \n\tUpon receipt of your email, the Government will verify your company’s CMMC status in the Supplier Performance Risk System (SPRS). We cannot provide the restricted documents until this verification is successfully completed. \n\t Step 3: Receive Solicitation Package \n\tOnce your firm's CMMC compliance is confirmed, the complete solicitation package will be provided to you through a separate, secure posting in the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. \n\t \n \n\n Important: Firms that do not meet the minimum CMMC Level 2 (self) requirement will be considered ineligible to receive the restricted solicitation package and, consequently, will be ineligible for contract award. \n \n\n ***************************************************************************************** \n"}
