Request for Proposal (RFP) Mid-Term Evaluation of the Joint Programme on Local Development in Cabo Verde UNDP Cabo Verde, in partnership with UN-Habitat, invites qualified consulting firms to submit proposals for the Mid-Term Evaluation of the Joint Programme on Local Development in Cabo Verde, funded by the Government of the Grand Duchy of Luxembourg. The programme aims to strengthen local governance, municipal financing, planning, and inclusive local development across Cabo Verde's 22 municipalities. Scope of Services The selected firm will conduct an independent evaluation of programme performance, assessing relevance, effectiveness, efficiency, sustainability, and the added value of the Joint Programme approach. The assignment includes document review, stakeholder consultations, field visits, data analysis, and preparation of evaluation reports and recommendations.
