The contract is expected to be awarded under the authority of FAR Overhaul 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 02-05-2026. The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. \nThis is a sole source requirement. Tennessee Valley Healthcare System (TVHS) VAMC Cardiology Services is requesting a replacement of Scanlan Operating Room (OR) Instruments such as forceps and micro scissors including accessories. These instruments are to be used during cardio surgeries. The equipment is used to cut tissue and control bleeding during surgical procedures, which is critical by establishing a minimal footprint in the surgical field.\nThe Scanlan OR Instruments offers precision instruments designed for highly specialized procedures where tactile feedback and fine control. Scanlan instruments are individually handcrafted from high-grade surgical stainless steel or titanium, material quality that is not used by other vendors. Scanlan unique attributes include instruments that provide definite control without trauma to tissue or damage to needles. Sharpen scissors blades that would cut more superior to any other surgical scissors on the market. Combining a razor edge with a scissors edge, these scissors produce a clean, forward cut, eliminating pinching or slipping of tissue. Needle holders and forceps that provide a special surface on the handle that provides a secure grasp for surgeons. The forceps are equipped with a dual guide design that prevent the tips from scissoring and tissue from shearing.\nMarket research was able to identify domestic commercial products that can meet this requirement. Research shows that the requested OR Instruments is manufactured by Scanlan. Research reveals that the equipment can be procured through Scanlan International Inc (VOSB). Scanlan is the sole authorized distributor of their products for Tennessee.
