{"description":"Statement of Work \nInspection/Cleaning and Tank Lining of 14th-floor Water Tanks\nStratton VAMC Albany, NY\nIntroduction Stratton VAMC s mission is to provide world-class healthcare for veterans in the capital region and upstate New York.\n\nBackground /Objective The Stratton VA Medical Center in Albany, New York, is currently seeking a vendor for the inspection and cleaning of two 25,000-gallon domestic cold water storage tanks located on the 14th floor of the Medical Center. These tanks supply the Medical Center's high loop, floors 5 through 14, with potable domestic water. These tanks also provide redundancy for the fire protection system throughout the building. It is the intent of this contract that the U-1 form (Manufacturers Data Report for Pressure Vessels) be completed and submitted as required by the provisions of the ASME Boiler and Pressure Vessel Code Rules, Section VII, Division 1\n\nPlace of Performance Albany-Stratton VAMC, 113 Holland Ave, Albany, NY 12208; Bldg. 1, 14th floor.\n\nPeriod of Performance This work will be a base requirement to include four option years. Work will take place Monday-Friday. 7 AM to 4 PM\n\nNew Year s Day Martin Luther King Day President s Day \nMemorial Day Juneteenth Independence Day \nLabor Day Columbus Day Veteran s Day \nThanksgiving Day Christmas Day \n\nOr any other day specifically declared by the President of the United States to be a national holiday.\n\nScope of Work The water storage tanks were installed in 1951 and cleaned/inspected in 2024. Tanks are sound and have not caused any issues, such as leaks or corrosion. They are housed inside on the 14th floor and set horizontally off the ground on a concrete cradle. The tanks are fed with domestic water from the sub-basement through pumps that send City of Albany municipal water from the street to the tanks. The tanks have a level float system for operational control. Additionally, the tanks are ASME-pressurized vessels, with compressed house air at the top of each tank, regulated to approximately 18 psi. \n\nSpecific Tasks cleaning and inspection-\nContractor will furnish all parts and labor to accomplish the task of File Review: Perform a review of the available equipment files reflecting original design, OEM construction drawings, repair documentation, and inspection records. The file review aims to fully assess the equipment's operational conditions and history.\n\nContractor will furnish all parts and labor to perform an external visual inspection (VT) utilizing trained engineering personnel competent in tank design and damage mechanisms. Inspections shall include, but are not limited to, the shell, welds, heads, nozzles, appurtenances, relief protection, foundation, and coatings.\n\nContractor will furnish all parts and labor to perform a Non-Destructive Testing inspection utilizing ultrasonic thickness testing (UTT) on the external shell as required. This work shall be performed by trained personnel meeting the requirements of the American Society of Non-Destructive Testing SNT-TC-lA.\n\nContractor will furnish all parts and labor to perform an internal (VT) inspection, liner thickness measurements, and spark testing of the glass liner, which shall be provided by a field service technician. Holiday testing will comply with Standard Practice for Discontinuity (Holiday) Testing of Nonconductive Protective Coating on Metallic Substrates, following ANSVAWWA D103-09 Section 12 by reference to the American Society for Testing Materials (ASTM D1562-01) and STI SP001.\n\nContractor will furnish all parts and labor to ensure tanks are clean and free of any debris before putting tanks back in service.\n\nContractor will furnish all parts and labor to perform an evaluation, which includes an executive summary that outlines any conditions that inhibit the proper use and functionality of the equipment being inspected. And provides a comprehensive report with pictures and all documentation ascertained before, during, and after the inspections. The report should include, but not be limited to, the following:\nUTT data and thickness measurement location (TML) map\nGraphical representation of shell thickness data\nCalculated minimum thickness\nWastage rates (if previous data is provided)\nRemaining life expectancies (if previous data is provided)\nRepair recommendations with criticality ranking\nInspection pictures\nFuture inspection intervals\n\nContractor will follow all OSHA confined space operating procedures, also having a confined space permit posted at the manway. The contractor will also provide a confined space rescue. Tanks should only be entered after air monitoring with a calibrated meter. Air monitoring must be continuous throughout the inspection.\n\nSpecific Tasks Lining of the Tanks-\nContractor will furnish all parts and labor to accomplish the task of File Review: Perform a review of the available equipment files reflecting original design, OEM construction drawings, repair documentation, and inspection records. The file review aims to fully assess the equipment's operational conditions and history.\nContractor will furnish all parts and labor to perform an external visual inspection (VT) utilizing trained engineering personnel competent in tank design and damage mechanisms. Inspections shall include, but are not limited to, the shell, welds, heads, nozzles, appurtenances, relief protection, foundation, and coatings\nContractor will use NSF/ANSI 61 or 600 approved potable water-safe coatings or membranes, such as epoxy, polyurethane, or flexible PVC liners. Linings must be impermeable, corrosion-resistant, chemically resistant, and durable to protect steel or concrete substrates. \n Contractor will follow all OSHA confined space operating procedures, also having a confined space permit posted at the manway. The contractor will also provide a confined space rescue. Tanks should only be entered after air monitoring with a calibrated meter. Air monitoring must be continuous throughout the inspection.\nInterior of the tank to be blasted to a SP-10 (near white metal) to prepare for the tank lining \nTank to be coated with 25 35 mils of ACOR S-16 two-part epoxy \n \nDelivery Schedule or Deliverables Contractor will deliver the finished report no later than 10 days after completion of testing. The report will be delivered to the COR.\nNon-Compliance- The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default.\n\nGovernment Tasks- \nVA personnel will empty tanks one at a time for inspection, cleaning, and lining.\nVA personnel will deenergize pumps.\nVA personnel will close all appropriate valves.\nVA personnel will follow all steps to properly Lock Out Tag Out (LOTO) all necessary valves, pumps, and equipment.\nInspection- Upon completion of the testing/cleaning service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all equipment is returned to full operational condition. No invoices will be processed for payment until the POC inspection is complete.\n\nOther Related Services (Not Included in the Scope of Work)\nAny services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No person, including the COR or any other VA personnel, is authorized to request that the contractor perform additional work.
