Introduction Supply, Delivery, Installation, and Commissioning of Containerized Plastic Recycling Facilities for LGU Beneficiaries under the EU-GEPP Project UNDP invites international and local companies to express their interest in supplying, delivering, installing, and commissioning containerized or modular plastic recycling facilities, including associated training and after-sales support, for Local Government Unit (LGU) beneficiaries under the EU–PH Green Economy Partnership (GEPP): Green LGUs Project. This call for Expression of Interest (EoI) aims to assess market availability and viability for the upcoming procurement process. A. BACKGROUND The EU-PH Partnership for Green Economy in the Philippines (GEPP): Green LGUs Project aims to strengthen LGUs' circular economy capabilities by integrating innovation, private-sector engagement, and civil society participation, with a strong focus on youth and gender equality. Led by the Department of Environment and Natural Resources (DENR) and funded by the European Union (EU), the GEPP program supports the Philippines' transition to a circular economy by reducing waste, improving energy efficiency, and increasing the use of renewable energy. The Green LGUs Project, implemented by UNDP with the Department of the Interior and Local Government (DILG), focuses on enabling policies, financing, capacity building, and behavioral change to advance local circular economy initiatives. The project directly supports 20 Tier 1 LGUs and provides targeted assistance to an additional 40 LGUs. The first batch of 10 Tier 1 LGUs has already held participatory workshops to analyze circular-economy entry points, prioritize interventions, and develop sectoral CE portfolios focused on plastics, organics, and tourism. These portfolios include essential technologies, equipment, vehicles, and infrastructure ranging from conventional to innovative solutions. As part of the circular economy interventions for plastics, selected LGUs have identified the need for decentralized plastic recycling facilities capable of processing low-value plastic waste (e.g., LDPE, PP, HDPE) into value-added products such as plastic lumbers and boards. These facilities are intended to be containerized or modular, easily deployable, and operable by LGU personnel . The proposed solution is intended to serve as a replicable model for potential deployment across multiple LGUs (estimated 10–20 sites). In this light, an EoI is being conducted to check the market’s viability with the specifications, scout prospective suppliers, and assess their capacities. This research will aid procurement and project planning in preparation for the actual solicitation process, ensuring cost-effective, high-quality solutions that align with LGU needs and the circular economy framework. By leveraging market insights, UNDP aims to achieve the best value for money while promoting sustainable procurement practices. This EoI aims to: Assess market availability of suitable containerized or modular recycling systems. Identify qualified suppliers with relevant experience and technical capacity, and scalability potential. Support the development of technical specifications and procurement strategy for a subsequent competitive solicitation. UNDP invites interested and eligible suppliers to submit Expressions of Interest (EOIs) in respect of provision of the requirements described below. The purpose of the REOI is to identify suppliers that wish to participate in a forthcoming solicitation process.
