{"description":" This Sources Sought Notice is issued for market research purposes only. \nIt does not constitute a solicitation or a commitment by the Government to award a contract. \n\n \n\n 1. Purpose \n\n The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB), is conducting market research to identify contractors capable of supporting emergency response operations within the Baltimore Area of Responsibility (AOR) . \n\n This effort supports establishment of an Emergency Contractor Call List (ECCL) —a rapid-response communication tool to identify available, capable, and right-sized contractors able to mobilize quickly during contingency events. \n\n \n\n 2. Geographic Restriction (Mandatory) \n\n This notice is restricted to firms located in and capable of performing within the USACE Baltimore District AOR , including: \n\n Maryland \n\n Washington, D.C. \n\n Northern Virginia \n\n Central and Eastern Pennsylvania \n\n Southern New York (limited areas) \n\n Portions of West Virginia \n\n Further identified in the link provided. \n\n \n\n 3. Capability of Interest \n\n USACE is seeking capabilities in one or more of the following industries ("other" provided in the link): \n\n Construction \n\n Debris removal and disposal \n\n Temporary power and generator support \n\n Structural stabilization and shoring \n\n Flood response, dewatering, and pumping \n\n Temporary roofing (e.g., blue roof) \n\n Environmental remediation (mold, hazmat, wastewater) \n\n Marine and waterway construction/towing \n\n Heavy equipment and general construction \n\n Emergency utility restoration \n\n General labor support \n\n \n\n 4. ECCL Intent \n\n The ECCL is intended to: \n\n Enable rapid identification and communication with contractors \n\n Support accelerated emergency contracting timelines \n\n Improve response efficiency at the point of need \n\n The ECCL: \n\n Is not a prequalification program \n\n Does not guarantee contract awards \n\n Will not be used for source selection \n\n \n\n 5. Additional Information \n\n Firms are encouraged to update their information periodically to ensure accuracy. \n\n Participation is voluntary and does not impact eligibility for future solicitations. \n\n \n\n 6.
