Before First Article approval, the costs thereof shall not be\rallocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government.\r(I) The contractor shall produce both the First Article and the production quantity at the same facility and shall submit a certification to this effect with each First Article.\r(K) The contractor shall provide specific written notification to the procuring contracting officer informing him of the shipment of any article(s) furnished in accordance with this clause. Such notification must be addressed to the attention of the Naval\rInventory Control Point (NAVICP) code specified in Block 10.a of the SF33, with copy to the testing activity. Failure to provide such notification shall excuse the Government from any delay in performing First Article Testing and informing the contractor of\rthe results thereof.\r4.3 The tests to be performed under the First Article approval clause (FAR 52.209-4) of the contract are listed below.\r4.3.1 Dimensional test (special)\r ;Applies;\r4.3.2 Requirements of:\r ;SOW and sow identified requirements;\r4.3.3 Form:\r ;applies;\r4.3.4 Fit:\r ;applies;\r4.3.5 Function\r ;applies;\r4.3.6 Compliance with drawing ( ;52196; ) ;15790; , Revision ;latest; and specifications referenced therein.\r4.4 In addition to the above tests, the First Article(s) to be delivered hereunder shall also be subjected to those tests which will demonstrate that the article(s) comply with contract requirements requirements.\r4.5 The contractor shall be responsible for providing the necessary parts and repair of the First Article Sample(s) during testing.\r4.6 The cost of the Government testing effort set forth in this solicitation is estimated to be $ ;TBD; for the first article testing. The contractor shall also arrange for preliminary inspection of test samples by the DCMC/QAR.\r4.10 Alternate Offers - Waiver of First Article Approval Requirements. (The following provisions supersede any waiver of First Article Approval Requirements terms set forth in clause 52.209-3 or 52.209-4 as appropriate)\r(A) Unless otherwise specified in the solicitation, the Naval Inventory Control Point reserves the right to waive the First Article Approval Requirements specified herein for offerors who have previously furnished identical production articles accepted by the\rGovernment or the Original Equipment Manufacturer/Prime Manufacturer. An offeror requesting waiver of First Article Requirements shall submit evidence with its offer establishing that:\r(I) the last production unit was delivered within three (3) years of the issue date of this solicitation, and\r(II) the production location to be used for this requirement is the same as used for the previous production run\rAdditionally, the offeror shall submit a certification, to be executed by the officer or employee for the offer, stating that:\r(I) the articles to be provided will be produced using the same facilities, processes, sequences of operations and approved subcontractors as those previously delivered and accepted by the Government or the Original Equipment Manufacturer/Prime Manufacturer,\rand\r(II) the previous production units were manufactured without Material Review Board disposition or waiver/deviation request or rejection of pre-production samples for cause.\r(NOTE: This certification concerns a matter within the jurisdiction of an agency of the United States and the making of a false, fictitious, or fraudulent certification may render the maker subject to prosecution under Title 18, United States Code, Section\r1001.)\r(B) Offerors requesting waiver of First Article Approval Requirements under the provisions of this clause are cautioned to submit two prices for articles required herein - one that is based on compliance with the First Article Approval Requirements and one\rthat is based on a waiver of such requirements. Where an offeror submits only one price and fails to clearly state that the price is based on waiver of the First Article Approval Requirements it will be deemed to be based on compliance with the First Article\rApproval Requirements\r(C) In the event of the First Article Approval Requirement is granted, the delivery schedule for the production items shall be reduced by the number of days designated for delivery of First Article Test unit plus the number of calendar days indicated for the\rgovernment notification of conditional approval or approval. These requirements are specified in the quality assurance section of this solicitation. NOTES - NOT APPLICABLE\r1 SCOPE\rThis Statement of Work (SOW) defines the requirement for First Article Testing\rand Acceptance that will take place at the following Government facility\r(also known as the Testing Facility).\rNAVSURFWARCENDIV CRANE (N00164)\rCode WXSN, Bldg. 3330C\r300 Highway 361\rCrane, IN 47522-5001\r1.1 Objective\rThe purpose of this testing is to test the first article of each contract,\rManufactured by Caton Connector Corporation (52196), of W12 High\rVoltage Output Cable Assembly, P/N 15790 and/or P/N 0060-12\r(NIIN 01-472-6260) ensuing its compliance to applicable requirements\rtest report within 45 calendar days of article receipt to the requesting activity.\r2 VENDOR REQUIREMENTS\rThe Vendor providing the cables for testing will also provide themanufacturer's\rCertificate of Compliance, and post-production Acceptance Test Report\r(a report to be provided for each individual serial numbered cable).\rArticles being sent to the Testing Facility will be shipped via fastesttraceable means and addressed to:\rNAVSURFWARCENDIV CRANE (N00164)\rMr. Todd Taylor\rALQ-99 TJS FST - PME / Logistics Lead\rCode WXSN, Bldg. 3330C\r300 Highway 361\rCrane, IN 47522-5001\r(812) 854-3107\rtodd.w.taylor7.civ@us.navy.mil\r3 ITEM UNDER TEST\rW12 HV Output Cable Assembly, P/N 0060-12 (NIIN 01-472-6260).\r3.1 Manufacturer and Vendor Identification\rManufacturer: Caton Connector Corporation (52196)\r26 Wapping Road\rKingston, MA. 02364-1333\rwww.caton.com\r\\\r\rDATE OF FIRST SUBMISSION=ASREQ\r4 FIRST ARTICLE TEST (FAT) REQUIREMENTS\rCables shall meet and pass the following requirements.\r4.1 Required test quantity.\rEvery contract shall be subjected to a FAT. 10 percent per quantity\rof 20 or more items, per each contract, will be required to undergo\rtesting. If less than a quantity of 20 items are being procured\r(per contract), then a minimum quantity of 2 items, per each contract,\rwill be required to undergo testing. If the procurement order is for 2\ritems then all items will be required to undergo testing. Test sample\rquantity requirements may be amended provided the Testing Facility\ris notified and concurrence given. 4.2 Test methodology. Testing will be in accordance with Acceptance Test Plans (ATP)-15790.\rCables shall meet and pass the requirements of technical drawings 15790\r(52196). Cables must have Form-Fit-Function compatibility during\rALQ-99 WRA transmitter testing utilizing high voltage loads on the\rON-523_/USM-636(V) Operational Test Program Set (OTPS), and using\rTest Program Software (TPS) #736700. The test item(s) will not be destroyed\ras part of the testing procedure.\r4.3 Visual Inspection.\rThe Testing Facility will:\ra. Conduct a review of the manufacturer's Certificate of Compliance,\rand post-production Acceptance Test Report.\rb. Verify cable construction, plating, and dimensions meet the requirements of\rtechnical drawing 15790 (52196).\r4.4 Oil Compatibility.\rThese cables will be routinely exposed to Poly Alpha Olefin (PAO) type coolant\rfluids during normal usage. They shall not be damaged or degraded by exposure\rto these fluids. Neoprene based materials should be avoided as neoprene is\rincompatible with PAO. Therefore, the Testing Facility will conduct a\rnon-destructive test of the cables to ensure no degradation has occurred when\rintroduced to PAO.\r^ All ATPs, OTPS and software required items are currently available at the\rTesting Facility\r5 APPLICABLE DOCUMENTS\rThe following documents are referenced during testing.\r5.1 Government software:\rOTPS TPS 736700\r5.2 Non-Government Documents and Other Publications:\rTechnical Drawing 15790 (52196)\rAcceptance Test Plan 15790 (Caton Connector Corp.), for cable series\r15790-LX\r6 FINAL FIRST ARTICLE TEST REPORT\rUpon completion of testing, the Testing Facility will provide a\rfinal First Article Test Report to the responsible contracting officer\rwithin 45 calendar days after the article was received for testing.\rThis test report will consist of:\ra. Identification of the item(s) tested.\rb. Manufacturers Certificate of Compliance.\rc. Manufacturers post-production Acceptance Test Report.\rd. Technical drawing of the item.\re. Test Data Sheet identifying test equipment used, as well as results of thosetests.\rf. A summary of testing, by PASS or FAIL, of all tests conducted.\r7 RETURN OF CONTRACTOR PROVIDED MATERIAL The contracting officer will provide the testing facility with a return\rshipping address on where to return the test articles. The testing facility\rwill ship test articles via fastest traceable means and provide the\rcontracting officer with shipment carrier and tracking information.\rApproved test articles will be considered per the manufacturing standard, and\rwill be recommended for inclusion in the procurement order as a New Part.\rFailed test articles will be rejected and an additional FAT will be required.\rThe responsible contracting officer will coordinate with the testing facility,\rand respective vendor, to schedule an 'at soonest' availability to support\rfuture material deliveries to the government.\r8 RESPONSIBLE POINTS OF CONTACT The ALQ-99 Fleet Support Team is the Engineering Service Activity (ESA)\rfor this item. (The following provisions supersede any waiver of First Article Approval Requirements terms set forth in clause 52.209-3 or 52.209-4 as appropriate)\r(A) Unless otherwise specified in the solicitation, the Naval Inventory Control Point reserves the right to waive the First Article Approval Requirements specified herein for offerors who have previously furnished identical production articles accepted by the\rGovernment or the Original Equipment Manufacturer/Prime Manufacturer. If less than a quantity of 20 items are being procured\r(per contract), then a minimum quantity of 2 items, per each contract,\rwill be required to undergo testing. If the procurement order is for 2\ritems then all items will be required to undergo testing. Test sample\rquantity requirements may be amended provided the Testing Facility\ris notified and concurrence given. 4.2 Test methodology. Testing will be in accordance with Acceptance Test Plans (ATP)-15790.\rCables shall meet and pass the requirements of technical drawings 15790\r(52196). Cables must have Form-Fit-Function compatibility during\rALQ-99 WRA transmitter testing utilizing high voltage loads on the\rON-523_/USM-636(V) Operational Test Program Set (OTPS), and using\rTest Program Software (TPS) #736700. The test item(s) will not be destroyed\ras part of the testing procedure.\r4.3 Visual Inspection.\rThe Testing Facility will:\ra. Conduct a review of the manufacturer's Certificate of Compliance,\rand post-production Acceptance Test Report.\rb. Verify cable construction, plating, and dimensions meet the requirements of\rtechnical drawing 15790 (52196).\r4.4 Oil Compatibility.\rThese cables will be routinely exposed to Poly Alpha Olefin (PAO) type coolant\rfluids during normal usage. They shall not be damaged or degraded by exposure\rto these fluids. Neoprene based materials should be avoided as neoprene is\rincompatible with PAO. Therefore, the Testing Facility will conduct a\rnon-destructive test of the cables to ensure no degradation has occurred when\rintroduced to PAO.\r^ All ATPs, OTPS and software required items are currently available at the\rTesting Facility\r5 APPLICABLE DOCUMENTS\rThe following documents are referenced during testing.\r5.1 Government software:\rOTPS TPS 736700\r5.2 Non-Government Documents and Other Publications:\rTechnical Drawing 15790 (52196)\rAcceptance Test Plan 15790 (Caton Connector Corp.), for cable series\r15790-LX\r6 FINAL FIRST ARTICLE TEST REPORT\rUpon completion of testing, the Testing Facility will provide a\rfinal First Article Test Report to the responsible contracting officer\rwithin 45 calendar days after the article was received for testing.\rThis test report will consist of:\ra. Identification of the item(s) tested.\rb. Manufacturers Certificate of Compliance.\rc. Manufacturers post-production Acceptance Test Report.\rd. Technical drawing of the item.\re. Test Data Sheet identifying test equipment used, as well as results of thosetests.\rf. A summary of testing, by PASS or FAIL, of all tests conducted.\r7 RETURN OF CONTRACTOR PROVIDED MATERIAL The contracting officer will provide the testing facility with a return\rshipping address on where to return the test articles.
