{"description":"THIS IS A PRESOLICIATION NOTICE NOT A SOLICITATION\n\nA REQUEST FOR PROPOSAL WILL BE POSTED ON OR ABOUT APRIL 22, 2026\n\nfor 36C25726B0007 Upgrade Fire Alarm Campus Wide Project 674A4-21-108 \n\nThe Doris Miller Department of Veteran s Affairs Medical Center currently has a requirement for a project to Upgrade Fire Alarm Campus Wide.\n\nPROJECT OVERVIEW\nThe Doris Miller Department of VA Medical Center, at 4800 Memorial Dr, Waco, TX, 76711 currently has a requirement to replace the existing fire alarm system in its entirety with a Notifier system. All buildings will communicate to the new main Honeywell/Notifier panel within building 225. Building 225 s panel shall communicate off site to the Waco Fire Department., Waco, TX 76711. \n\nLOCATION\nAll Work will occur at the following location: Doris Miller VA Medical Center, Waco VA Medical Center campus, 4800 Memorial Dr, Waco, TX, 76711\n \nPERIOD OF PERFORMANCE \nThe Government expects to award a contract and issue a notice to proceed. The project requires the tasks to be completed within 365 calendar days after issuance of Notice to Proceed (NTP).\n\nCONTRACT TYPE\nThis award is a firm fixed price contract.\n\nDESCRIPTION OF WORK\nWork must include, but is not limited to the following:\nContractor must be solely responsible for providing all labor, materials, supplies, transportation, tools, equipment, supervision, and construction services necessary to complete project number 674A4-21-108, Upgrade Fire Alarm Campus Wide - Waco in accordance with the statement of work and as required by drawings and specifications.\nContractor s work and responsibility must include all necessary planning, scheduling, programming, administration, and management necessary to provide all construction and related services as required. Subcontractors shall conduct the work in strict accordance with the contract and all applicable Federal, State, and local laws, regulations, codes, or directives. \nAll costs must be included in the base bid including all incidental work and materials associated with the demolition, installation, and construction in the exterior and interior of the building must be included in the base bid.\nContractor must be responsible for complying with all construction documents and applicable Department of Veterans Affairs Specifications as part of this project.\nContractor must perform all work in accordance with the latest Uniform Building Code (UBC), National Electrical Code (NEC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Standards, and local facility requirements. \nIn the event there is a conflict between any standards/codes, Specification, construction documents, and/or the SOW, the VA is the deciding authority and will determine which clause or provision will apply.\nAll Work must take place with minimal disruption to adjacent workspaces and all work must be coordinated with the VA prior to any work being performed.\n\nThe NAICS code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $19 M. \nThe magnitude of this project is between $5,000,000,000 and $10,000,000. \nThis project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses.\nThe POC for this project will be Stephanie Ingersoll.
