These coupons will be conditioned, tested, analyzed, and the data will be compiled into reports that include test data, test data analysis, statistical analysis, and development and approval of test plan and test report. These meet our needs for qualifying this material for NAVAIR composite repairs. The data and methods established through this testing will serve as the basis for composite repair standards. Optional testing will be utilized based on initial test results if required to fill in necessary gaps in data. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
