{"description":" NASA Johnson Space Center White Sands Test Facility (JSC WSTF) has a requirement to extend the Test Evaluation and Support Team 3 (TEST3) contract. \n\n NASA JSC WSTF intends to acquire services from Sierra Lobo, Inc. This extension will allow the current contract to be extended up to two years (1-year base with 1-year option) to allow sufficient time for successful completion of two large-scale construction projects at WSTF funded by One Big Beautiful Bill Act (OBBBA). \n\n Sierra Lobo, Inc. is the only Contractor that has the immediate expertise and capability to support these construction projects in the required timeframe. This extension supports the effective utilization of the OBBBA funds by ensuring that the projects are conducted timely and are overseen and implemented by the experienced TEST3 contractor workforce who are already familiar with the site’s operational needs and project plans. The TEST3 Contract provides fully integrated support to WSTF for all the hazardous testing activities and all the support/enabling capabilities to include infrastructure maintenance and construction. This integrated approach is critical to meet the operational requirements of WSTF in an effective and efficient manner. \n\n The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. \n\n The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. \n\n Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Cynthia Uribe at cynthia.uribe@nasa.gov not later than 4 pm Mountain Standard Time on February 7, 2026.
