The IDARNG is seeking to identify responsible Business concerns capable of providing the commercial brand name or equal software products, maintenance, and training detailed in the attached PWS. \nThis notice does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ in the future. The Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this synopsis; all costs associated with responding will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ, if one is issued. \n\n \n3.Background & RequirementThe Government requires a complete Computer-Aided Manufacturing (CAM) softwaresolution to support its fabrication and machining operations that utilize Phillips Haas CNCmachines: \n\n \n•Hass VF-4SS CNC Mill 3-axis machine with 3+2 positioning capability machine \n•Hass A-TL-2 CNC Lathe machine \n\n \nThe solution must integrate seamlessly with the existing MasterCam CAD environment to generate, verify, and output machine toolpaths for various CNC milling applications. The requirement includes new software maintenance, (2) perpetual license, annual maintenance/software support, and associated training for up to 4 participants. \n\n \nThe Government has identified products from Mastercam as meeting their needs. The acquisition will be conducted on a Brand Name or Equal basis. The required items and their salient characteristics are as follows: \n\n \nCLIN 0001 QTY: 1 Description (Brand Name or Equal): Software Lapsed Maintenance-Update Mastercam Product to current version. -15 Months Lapsed Maintenance \n\n CLIN 0002 QTY: 1 Description (Brand Name or Equal): Mastercam Mill-Mastercam Mill 3D For multi-surface machining up to 3-axis with Mastercam 3D Dynamic Motion Technology. Includes support for 3+2 rotary axis positioning only. \n\n CLIN 0003 QTY: 1 Description (Brand Name or Equal): Mastercam maintenance Mill 3D \n\n CLIN 0004 QTY: 1 Description (Brand Name or Equal): Mastercam Maintenance - Lathe \n\n \nCLIN 0005 QTY: 1 Description (Brand Name or Equal): Instructor-led Mastercam Mill & Lathe Essentials Training up to 4 students-MLC CAD Systems publicly offered instructor-led Mastercam Mill & Lathe Essentials Training for up to four (4) students -Online, instructor-led classes offered \n\n CLIN 0006 QTY: 1 Description (Brand Name or Equal): Software Maintenance/Support Must provide technical support, software updates, and bug fixes for all furnished licenses. Update Mastercam Product to current version. -15 Months Lapsed Maintenance \n-Includes Annual Maintenance to align with January 2027 \n\n \nCLIN 0007 QTY: 1 Description (Brand Name or Equal): Perpetual CNC License- Contractor shall provide one perpetual, floating CNC software license compatible with Windows 11 PCs that can import STEP and DXF files. \n\n All items must be delivered electronically or FOB Destination to Boise, ID 83705 within 30 days of award. \n\n 4. Submission Instructions for Interested Parties Interested parties who believe they have the capability to provide these products and services are invited to submit a capabilities statement. The statement shall not exceed five (5) pages and must include the following information: \n1. Company Profile: Company name, address, point of contact (name, email, and phone number), UEI number, and CAGE code. \n2. Business Size Status: A statement of your company's business size (e.g., Small Business, Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUBZone) under the specified NAICS 541519. \n3. Capability Narrative: A brief narrative demonstrating your company's technical ability to provide the required items. If proposing an "or equal" solution, you must include technical documentation proving your product is equivalent to or exceeds the salient characteristics of the brand-name items listed. \n4. Authorization: Evidence of status as an authorized reseller/distributor for the proposed products. \n5. Non-Manufacturer Rule (NMR): Respondents shall indicate whether they are the manufacturer or a non-manufacturer. If a non-manufacturer of a large business's products, state your approach to NMR compliance (e.g., an existing SBA class waiver applies, intent to request an individual waiver). \n6. Contract Vehicles: A list of any existing government-wide acquisition contracts (GWACs), GSA Schedules, or other Indefinite Delivery/Indefinite Quantity (IDIQ) contracts through which these items may be procured. \n5.
