Per FAR 19.702(a)(1)(i), in negotiated acquisitions, each solicitation of offers to perform a contract that is expected to exceed $900,000 ($2 million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. The below goals are a percentage of total subcontracted dollars and not a percentage of the total contract value. Please note that a project labor agreement (PLA) will be required for this project in accordance with FAR Subpar 22.5 – Use of Project Labor Agreements for Federal Construction Project. \n\n Small Businesses are exempt from submitting a subcontracting plan in accordance with FAR 19.702(b)(1). \n\n The U.S. Army Corps of Engineers Baltimore District is seeking industry feedback on the following: \n\n \n\t Provide your suggestions to the below subcontracting goals.
