This \nannouncement constitutes the only solicitation; proposals are being requested and a written solicitation \nwill not be issued. \nSolicitation W9127N26QA004 is for the establishment of multiple Blanket Purchase agreement for CAD \nVectorization services. The Contractor shall provide all personnel, equipment, tools, materials, software, \nsupervision, and other items and services necessary to perform CAD services as defined in the attached \nPerformance Work Statement (PWS) for the Hydroelectric Design Center (HDC) US Army Corps of \nEngineers (USACE). Drawing types include civil, structural, mechanical, and electrical disciplines. The \nfocus of the requirement is accurate, high production CAD work services and should not be confused with \ndesign services. \n\n The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and \nincorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. \nThis solicitation is advertised as Small Business Set Aside under NAICS Code 541340, Drafting Services with a Small \nBusiness Size Standard of $9,000,000.00. All prospective offerors must be registered in the System for \nAward Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration \nwill make an offeror ineligible for award. \n\n The Government requests pricing for CAD Vectorization services in Attachment 1 – BPA Bid Schedule, \nin accordance with Attachment 3 – CAD Vectorization Services PWS. \nPeriod of Performance: The period of performance is five years from date of agreement award \nSubmissions: Quotes are due no later than, 21 November 2025, at 12:00 PM PST. The following factors shall be used to evaluate offers: \n1. Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon \nconformance with the Performance Work Statement. This factor will be a Pass or Fail, with a \nconforming quote receiving a Pass and a non-conforming quote receiving a Fail rating. \n2. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation. \n(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful \nofferor within the time for acceptance specified in the offer, shall result in a binding contract without \nfurther action by either party.
