INSTRUCTIONS TOOFFERORS1 Proposal Delivery, Time & Date1.1 Lubbock Power & Light will receivewritten and sealed competitive proposals for, RFP #7130-26-EUA, LP&L Contract Life Cycle Management SoftwareSolution until 2:00 p.m. CST, August 11, 2026. Proposal must be date/timestamped on or before 2:00 p.m. at the office listed below. Any proposal received after the date and hourspecified will be rejected and returned unopened to the Offeror. Proposal andsupporting documentation must be in a sealed envelope or container plainlylabeled in the lower left-hand corner: " LP&L Contract Life CycleManagement Software Solution" and the closing date and time. Proposals must be addressed: FelixOrta, Purchasing Manager Electric UtilitiesLubbockPower & Light1314Ave K – 5th FloorLubbock,Texas 79401 1.2 Offerors are responsible for makingcertain proposals and proposed contracts are delivered to the PurchasingDepartment. Mailing of a proposal doesnot ensure that the proposal will be delivered on time or delivered atall. If Offeror does not hand deliverproposal, we suggest that he/she use some sort of delivery service thatprovides a receipt. Lubbock Power & Light assumes no responsibility forerrant delivery of proposals, including those relegated to a courier agent whofails to deliver in accordance with the time and receiving point specified.1.3 Proposalswill be accepted in person, by United States Mail, by United Parcel Service, orby private courier service. Noproposals will be accepted by oral communication, telephone, email or faxtransmission. 1.4 Proposalsmay be withdrawn prior to the above scheduled time set for closing. Alteration made before RFP closing must beinitiated by Offeror guaranteeing authenticity. 1.5 LubbockPower & Light reserves the right to postpone the date and time foraccepting proposals through an addendum.2 Pre-proposalmeeting 2.1 Therewill be a non-mandatory TEAMS pre-proposal conference on July 23, 2026 at 9:00 A.M.CST. 2.2 Offerorsare to email Felix Orta at Forta@lpandl.com by July 22, 2026 at 5 P.M. CST, toconfirm attendance and to receive the meeting invite. Please note your company will not receive the meeting invite if notrequested by this time.2.3 Itis the Offerors responsibility to attend the pre-proposal meeting. LP&L will not be responsible for providing information discussed at thepre-proposal meeting to Offerors who do not attend the pre-bid meeting.3 CLARIFICATIONOF REQUIREMENTS3.1 Itis the intent and purpose of Lubbock Power & Light that this requestpermits competitive proposals. It isthe Offeror’s responsibility to advise Lubbock Power & Light PurchasingManager if any language, requirements, etc., or any combinations thereof,inadvertently restricts or limits the requirements stated in this RFP to asingle source. Such notificationmust be submitted in writing and must be received by the Lubbock Power &Light Purchasing Office.3.2 ALLREQUESTS FOR ADDITIONAL INFORMATION OR CLARIFICATION CONCERNING THIS REQUESTFOR PROPOSAL (RFP) MUST BE EMAILED IN WRITING TO FELIX ORTA NO LATER THAN JULY30, 2026 BY 5 P.M.
