The Department of Veterans Affairs intends to award a sole source contract with:\n\nVECTOR PSYCHOMETRIC GROUP, LLC\n847 EMILY LN\nCHAPEL HILL, 27516 USA\nSAM UEI: K4ALKNLEDFM5\n\nThe Department of Veterans Affairs, NCO 1, intends to award a one-year contract on a sole source basis for the Headache Center of Excellence program at the VA Connecticut Healthcare System, West Haven, CT. This contract will support continued development of Patient Reported Outcome (PRO) measurements and an item bank focused on headache symptoms and impacts important to Veterans.\n\nScope includes:\nConducting qualitative studies and interviews with Veterans;\nPreparing de-identified data and reports;\nDeveloping and refining headache measurement models, item banks, and PRO instruments;\nLeading cognitive debriefing studies and item validation processes;\nDesigning study protocols and recruitment plans;\nProviding ongoing support for measurement design, psychometric analysis, and project management;\nParticipating in meetings, project tracking, and preparing high-quality deliverables (tables, figures, manuscripts).\n\nDeliverables include:\nRefinement of conceptual and measurement models based on Veteran input;\nExecution of qualitative cognitive debriefing and wave-based item testing;\nOngoing item bank revision and refinement;\nDevelopment of study protocols and materials for quantitative validation;\nAdvice and consultation on methodology and analysis.\n\nThe contractor will provide the required parts and labor.
