Both fan coil units and condensing units shall be replaced with new heat pump systems. New heat pump systems shall be controlled via programmable thermostats. Ventilation air shall be provided to the building through a new energy recovery ventilator. All existing finned tube shall be cleaned, and new finned tube shall be added to the main portion of the building where there is none currently.
