Introduction SCOPE OF TENDER: To scope and develop an investment proposal that both builds, refines and trials the mechanism of the PPF and leads to the submission for a preparatory grant to develop a more comprehensive programme on climate resilience and mitigation. This consultancy will facilitate in-country discussion, review existing project preparation processes, national goals and establish the strategic role of the PPF in enabling sustainable financ e . The consultancy will formulate the processes and first trial of the project preparation facility.
