Introduction [SCOPE OF TENDER... ...] UNDP ASFH and IRFF seek the services of a consultancy firm through an international competition to document enabling environment barriers and opportunities for insurance investments for the SDGs in Africa. The overall objective of the assignment is to build the evidence base to better engage local insurers, as both underwriters and asset owners, in SDG-aligned investments in Africa. It also seeks to highlight some country-specific enabling environment opportunities for pursuit by the public sector and development partners, and for inspiration in other jurisdictions. Specifically, the assignment seeks to: i) define enabling environment barriers for insurance investment into the SDGs, and ii) establish pathways of addressing these barriers, including through incentives.
