The IDM is envisaged to give NZTA more control over activities taking place on the state highway network, while driving a step-change in delivery to enable NZTA to meet the targets set out in the Government Priority Statement (GPS). Services that were previously delivered via the Network Outcomes Contracts (NOC) will now be the responsibility of NZTA. As part of the IDM, NZTA will take an active role in ensuring we deliver on the direction provided under the GPS, ensuring we maintain and improve the condition of our state highway network. The majority of the physical works requirements will be delivered by contractors via an IDC. This procurement is the second tranche of professional services required and relates to the provision of environmental planning and management services to support NZTA’s maintenance and renewal programme across the following 16 network areas: Northland West Waikato Central Waikato East Waikato Bay of Plenty Tairawhiti Hawkes Bay Manawatu-Whanganui Taranaki Nelson Tasman West Coast North Canterbury South Canterbury Central Otago Coastal Otago Southland. We are looking to engage with consultants who are a named resource committed to a local network area or region (minimum average of 10 hours per week) to undertake the required activities on an ongoing basis, and be the point of contact for any ad hoc environmental requirements through the course of delivery of the IDC’s or other maintenance activities, both planned and unplanned. The consultants will support NZTA’s Environmental Planning Team by providing flexible resources and specialist capability to plan, manage, and assure environmental obligations, respond to compliance issues and emergency works situations and infrastructure integration. Demand will fluctuate at certain periods which may require surge resource capacity. This could include additional resource within the same company or through a sub-consultancy arrangement. The scope of services will fall into the following two categories: (1) management of environmental risk, compliance and statutory requirements.
