{"description":" Pre-solicitation Notice / Synopsis for Solicitation No: SPE1C1-25-R-X013 \n\n This is for the purchase of the following: \nItem: Hat, Service, Man's Drill Instructor \nNSN: 8405-01-157-143 \nPGC: 00346 \n\n This acquisition will be issued as a Total Small Business Set-Aside for the manufacture and delivery of the Man's Drill Instructor Hat. The Man's Drill Instructor Hat shall be manufactured in accordance with its specifications. \n\n This procurement will result in one award for an Indefinite Delivery, Indefinite Quantity, Firm Fixed Price Type contract with five-(5) pricing tiers where each tier period will be for a 12-month performance period resulting in a 60-month contract. \nThe quantities provided below are COMBINED estimates for the item and may change at the time of solicitation based on changes in demand and supply position. \n\n \n\t Guaranteed Minimum for all five (5) pricing tier periods: 1,344 EA \n\t Annual Estimated Quantity (AEQ) for each of the five (5) pricing tier periods: 5,364 EA \n\t Maximum Quantity for all five (5) pricing tier periods: 41,593 EA \n \n\n Under the initial delivery order there will be three (3) monthly deliveries that will be required starting 120 days after the date of award with subsequent orders due in 90 days. The delivery destination for this item is Army 3PL Pendergrass Distribution Center located in Pendergrass, GA 30567. Source Selection criteria will be used for award evaluation purposes in accordance with FAR 15.101-1. For award evaluation purposes technical merit is more important than price. Evaluation Factors for award are Product Demonstration Models (PDM), Past Performance Confidence Assessment, and Proposed Price. \nAll items must be 100% U.S. Made out of 100% U.S. Materials. \nOfferors will be required to submit a total of one (1) Product Demonstration Models (PDM) from each proposed place of performance; for each item; and a history of their experience/past performance record from the period three years prior to the solicitation closing date. PDMs must be submitted with offers.
