There is an ongoing statutory obligation on the Minister of Climate Change (Minister) to operate auctions. This requirement was enacted in 2020 following substantial reforms to the NZ ETS. Current settings require the Government to auction approximately 15 million NZUs between 2026-2029 (plus an additional reserve volume). The Minister may appoint an auction operator to conduct the auctions on behalf of the Crown. The Buyer is seeking to appoint an auction operator to provide a secure service that provides end-to-end management of an efficient, equitable and secure auctioning and transfer of NZUs to each successful auction participant (Participant). The RFP provides a list of requirements that the successful supplier must meet. However, we understand that for the solution to be cost effective, some flexibility in our requirements may be required. All requirements stipulated by law, including in the CCRA and the Regulations, (whether existing at the time of the RFP or in the future) should be considered as mandatory.
