The design will include Schematic Design, Design Development, Construction/Bid Documents per the A/E Design Submission Instructions Document, Construction Administration Services, Technical Specifications and Cost Estimates.\nThis project will investigate the structural damage on the cantilever to the entrance of Building 1 near the MRI Building and provide a design to correct the deficiencies noted.\nReview existing electrical, water, HVAC, and Stem piping that currently flow under the existing slab.\nRepair of existing cracks due to settlement of foundation and correction of exposed metal rebar. \nDesign a support system under cantilever.\nThe Schematic Design shall include a comprehensive study, inspection, and report of the existing project area conditions, which shall include HVAC, electrical, architectural components, plumbing, fire protection, asbestos, etc. \nA/E shall provide a preliminary construction duration period for planning purposes. This information shall be communicated to all bidders for their review and inclusion within their bids. It shall be communicated within the bid documents that the contractor will be required to review and provide any concerns regarding the projected construction duration.\nThe project is to provide all necessary modification and additions to the VA NIHCS existing building structure. mechanical, electrical, information technology, fire suppression, and plumbing work as necessary for a functional design.\nA/E will be responsible for complete functional design and provide biddable documents meeting all the requirements. At each scheduled submittal date, the A/E shall submit to the VA a list of the submitted files that shall include 3D Views, Facility Data, and Revit Data Files. All submittals will be reviewed for compliance with the specifications and returned to Engineering Service within fourteen (14) calendar days after receipt. \nThe A/E shall review and answer all RFIs submitted by the contractor. RFIs shall be reviewed, answered and returned to Engineering Service within seven (7) calendar days after receipt.\nThe A/E shall review all change orders proposed by the contractor and provide cost estimate for changes necessary. Change orders proposed by the contractor will be reviewed for compliance with applicable requirements and reasonable costs and returned to Engineering Services within seven (7) calendar days after receipt.\nSite Visits\nThe A/E shall provide site visits as requested by the COR as noted below:\n\nOne (1) visit for the pre-construction conference. \nEight (8) visits for general construction inspection/progress. \nOne (1) visit for final inspections.\nA/E to provide other construction phase services as defined in signed contract. \nMisc. \nThe A/E shall review and answer all RFI s submitted by construction contractors. \nA/E to participate in bi-weekly telephonic project meetings with the VA and contractor. \nAs-Built Drawings\nThe A/E shall modify design drawings and models based on marked drawings supplied by the contractor and are to be verified by the A/E in field. As-Builts are to include all addendums and bulletins issued by the VA/AE during construction. These changes shall be bubbled and dated. An electronic Revit BIM 2020 and AutoCAD 2020 model of the As-Builts is to be submitted to the COR on CD-ROM. Any approved shop drawings with major differences from contract drawings, supplemental agreements processed change orders, etc., shall be incorporated. Construction Period Services \nContract Procurement\nA/E will respond with recommendations to any pre-bid request for information (RFIs) that are received during the construction procurement phase. \nSubmittal, RFI, Change Order - Review\nThe A/E firm shall review all submittals proposed by the contractor for use in construction of this project. All submittals will be reviewed for compliance with the specifications and returned to Engineering Service within fourteen (14) calendar days after receipt. \nThe A/E shall review and answer all RFIs submitted by the contractor. RFIs shall be reviewed, answered and returned to Engineering Service within seven (7) calendar days after receipt.\nThe A/E shall review all change orders proposed by the contractor and provide cost estimate for changes necessary. Change orders proposed by the contractor will be reviewed for compliance with applicable requirements and reasonable costs and returned to Engineering Services within seven (7) calendar days after receipt.\nSite Visits\nThe A/E shall provide site visits as requested by the COR as noted below:\n\nOne (1) visit for the pre-construction conference. \nEight (8) visits for general construction inspection/progress. \nOne (1) visit for final inspections.\nA/E to provide other construction phase services as defined in signed contract. \nMisc. \nThe A/E shall review and answer all RFI s submitted by construction contractors. \nA/E to participate in bi-weekly telephonic project meetings with the VA and contractor. \nAs-Built Drawings\nThe A/E shall modify design drawings and models based on marked drawings supplied by the contractor and are to be verified by the A/E in field. As-Builts are to include all addendums and bulletins issued by the VA/AE during construction. These changes shall be bubbled and dated. An electronic Revit BIM 2020 and AutoCAD 2020 model of the As-Builts is to be submitted to the COR on CD-ROM. Any approved shop drawings with major differences from contract drawings, supplemental agreements processed change orders, etc., shall be incorporated. The A/E shall deliver updated record drawings (1 set) and (1) Full size set.\n\n\n\n\n5. Selection Criteria. The government will evaluate each potential contractor under the selection criteria described below: \n\nProfessional qualifications necessary for satisfactory performance of required \nservices;\n(2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;\n(3) Capacity to accomplish the work in the required time;\n(4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;\n(5) Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates; \n(6) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and\n(7) The extent to which potential contractors identify and commit to the use of service-disabled veteran-owned small businesses, veteran-owned small businesses, and other types of small businesses as subcontractors.\n\n6. SF330 Submittal Instructions. All interested and capable contractors must submit an electronic copy of their SF 330s, via email, by the closing time/date of this announcement. Note the following:\n\nLimit SF 330 packages to fifty (50) pages.
