Monitor SAM.gov for official \nsolicitation release. \n\n Description \nNASA Johnson Space Center (JSC) intends to issue a Request for Proposal (RFP) for the Johnson Space Center Multiple Award Construction Contract (JMACC). This acquisition will establish a Multiple Award, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle to support a broad range of construction-related services at JSC and the White Sands Test Facility (WSTF). These efforts are funded under the Big Beautiful Bill Act (H.R.1, Public Law No: 119-21), which provided JSC with $300 million specifically for center infrastructure improvements. \n\n \nThe JMACC will provide rapid and flexible execution of construction, revitalization, \nrecapitalization, and infrastructure improvement projects. \n\n \nThe scope of work under the JMACC includes, but is not limited to: \n• General construction \n• Alteration, modification, and renovation of existing facilities \n• Maintenance and repair of buildings and infrastructure \n• Demolition of structures and facilities \n• Design-build services \n• New construction of buildings, facilities, and real property \n\n Contract Information \nType: Multiple Award IDIQ (May award fewer or more than four (4) IDIQ contracts if it is in \nthe Government’s best interest.) \nEstimated Ordering Value: Minimum $5,000 – Maximum $300,000,000 \nSet-Aside: N/A - Unrestricted Full and Open \nPeriod of Performance: 3-Year Base + Option to Extend Services for 6 Months (FAR 52.217- \n8) \n\n \n Anticipated Solicitation Release Date \nFebruary 6, 2026. The solicitation will be posted on SAM.gov under Contract Opportunities. \nRepresentative Projects \n\n \nThe following is a non-exhaustive list of representative projects that may be procured under \nthe JMACC. These examples are provided to illustrate the general types of constructionrelated \nwork that fall within the scope of this contract: \n• Engineering Consolidation, Phase 1A – This will be the Seed project for JMACC \nand used as the basis for evaluations. EA Phase 1A will be awarded to the IDIQ holder \nwho represents the Best Value to the Government. \n• Engineering Consolidation, Phase 1B \n• Replace Electric Chillers, Building 24 \n• Replace Electric Chillers, Building 28 \n• Upgrade Cooling Tower Capacity, Building 24 \n• Replace Boilers, Building 24 \n• New Campus Chilled Water Filtration/Treatment System (Buildings 24 & 28) \n• Replace Building Transformers and Line Switches \n• Replace Electrical Feeders \n• Replace Potable Water Tie-ins for Buildings \n• Replace Failed Air Handling Units (AHUs) \n• Replace Chilled Water Systems, Building 30 \n\n \n Evaluation Approach \nAwards will be made using a Best Value Performance Price Trade-Off (PPTO) process. \nComplete details of the evaluation factors are provided in the attachment included with \nthis pre-solicitation synopsis. Technical Acceptability will be evaluated on a Pass/Fail basis \n(SAM registration, bonding capacity, schedule compliance). The evaluation factors are \nPrice and Past Performance, with Past Performance being significantly more important \nthan Price. \n\n \n Industry Engagement \nA Pre-proposal conference and Site Visit may be scheduled.
