Description

Per TGC 2269 and 437.054, the Texas Military Department (TMD) is seeking competitive sealed proposals from General Contractors to modernize the Texas Army National Guard Victoria Readiness Center (RC) facility in Victoria,Texas. Work includes but is not limited to hazardous materials identification andremediation design; site modifications and improvements including paving, drainage, exterior lighting, signage, dumpster enclosure, and site security infrastructure; building envelope improvements; life safety, accessibility, and code compliance upgrades; plumbing, fire protection, HVAC, controls/BAS, electrical, lighting, IT/telecommunications, and electronic security infrastructure improvements; interior finish renovations; kitchen/breakroom and latrine/shower/locker upgrades; and related civil, structural, architectural, interiors, mechanical, electrical, plumbing, fire protection, and communications work. The estimated Base Cost of this project is $3,350,000.00 with Proposal Options estimated at $650,000.00. General Contractors must request via the group email FY26VictoriaRCMM@cfmo.mil.texas.gov the Drawings/Plans and Specifications electronically in digital format. Vendors MUST attend one (1) of the two (2) MANDATORY site visits at 1:00 PM CT on Tuesday, June 16, 2026, OR 10:00 AM CT, Wednesday, June 17, 2026, at 106 E Mockingbird Lane, Victoria, Texas 77904. Failure to attend one of the two site visits will result in disqualification of the response.
