{"description":" Requirement Overview \nThe U.S. Department of Agriculture (USDA), Forest Service, Colville National Forest (CNF), has a requirement for the Great American Outdoors Act (GAOA). This is a firm-fixed-price, non-personal services contract for the removal and disposal of an existing swim dock and the furnishing and installation of a new replacement swim dock at the Sullivan Lake Campground in Metaline Falls, WA. \n\n Project Scope \nThe contractor shall provide all labor, materials, equipment, and supervision to perform the following: \n\n \n\t Removal & Disposal: Complete removal of the existing swim dock (currently on dry ground) and off-site disposal at a legal waste facility in accordance with Washington State regulations. \n\t New Dock Installation: Furnishing, transporting, and anchoring a new swim dock designed for seasonal water level fluctuations and high-wind conditions. \n \n\n Salient Characteristics \n\n \n\t Dimensions: Minimum 15’x15’ to Maximum 16’x16’. \n\t Construction: Marine-grade aluminum or galvanized steel frame with encapsulated foam flotation. \n\t Decking: Non-slip composite (light grey or cedar tone) with black dock edging. \n\t Safety Features: 4-to-5 step detachable swim ladder; flush coupling systems with rubber covers (if delivered in sections). \n\t Anchoring: Flexible chain/fastener system for rocky/sand bottom (approx. 30ft depth) capable of withstanding peak wind events. \n\t Lighting: Solar-powered LED lights on each corner. \n\t Freeboard: 12” to 18” under dead load. \n \n\n Period of Performance \n\n \n\t Estimated Start: April 2026 \n\t Completion Date: No later than September 1, 2026. \n\t Coordination: Installation must be coordinated with the Contracting Officer’s Representative (COR) to align with optimal water levels. \n \n\n Place of Performance \nSullivan Lake Campground, Metaline Falls, WA 99153. \n\n Solicitation Details \nThis solicitation is issued as a Combined Synopsis/Solicitation.
