This RFP is for design and construction services to deliver High Security Prison Units (HS Units) at up to three sites in its nationwide prison network. For the purposes of this RFP, the site chosen for reference and evaluation is Hawkes Bay Regional Prison. Please note with interest the expected delivery date of late 2026, the preconditions. and also the comments about funding approvals. The RFP, Response form and Non-Disclosure Agreement (NDA) are being released with his GETS notice today. Applicants wishing to look closely at this opportunity are requested to complete the NDA and return it to the Department for consideration via GETS. Upon acceptance, the remaining RFP documentation will be released to those firms. The speed of the programme requires an appropriately experienced team (engaged via a single contracting entity) comprising, at a minimum, a main works contractor, architect and multi-disciplinary engineering firm(s). Respondents must:  Be experienced in delivering multiple ‘$50 million plus’ projects across multiple geographies under a contract model as proposed above.  Be capable of providing a detailed delivery methodology setting out how they will achieve the design and construction programme.  Have a proven record of client collaboration and solution-based (as opposed to claims-based) approaches to programme success.  Have demonstrable experience in delivery of design and construction projects of a similar or larger size and complexity within an operational prison, or similar security sensitive 24/7 institutional facility, environment.
