{"description":"NOTICE OF INTENT TO SOLE SOURCE\n\nThe Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP) for a base plus four year, firm-fixed-price contract, to Roche Diagnostics, Inc. (ROCHE) located at 9115 Hague Road, Indianapolis, IN 46250.\n\nThe Histology Department located at Southern Arizona VA Healthcare System (SAVAHCS) requires upgrades to the existing Vantage Workflow System with a service and maintenance agreement for a period of one-year base and four optional years. This workflow system is used in the Histology Laboratory to track patient tissue specimens from receipt by generating barcode labels for specimen containers at accessioning through barcoded cassette printing, grossing, tissue processing, embedding, generation of barcoded microscope slide label printing at microtomy, staining, and case assembly. The bar-coding maintained by the system ensures that the patient identification on the microscope slides is accurate, and diagnosis made by the pathologist viewing the slides belongs to the correct patient.\n\nThe current system requires software and equipment updates along with continued support to produce microscope slide labeling that needs to be compatible with the existing special stainer and digital pathology scanning recognition. \n\nThe Contractor shall provide upgrades including: new replacement label printers and barcode scanners, update the system to Windows 11 (required by 9/30/2026), and service maintenance coverage for the tracking system instrumentation in the Histology Laboratory. \n\nA determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13, specifically 13.106-1(b)(1) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. \n\nThe North American Industry Classification System (NAICS) for this requirement is, 334516 Analytical Laboratory Instrument Manufacturing. Product of Service Code for this requirement is 6640 Laboratory Equipment and Supplies. The Small Business Administration (SBA) size standard for this sector is 1,000 Employees.\n\nThis notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
