Prop 47 Cohort 5 Grant: Employment Services & Emergency Support Services

Description

The County of Tuolumne (County), through the Probation Department, is soliciting proposals from qualified organizations to provide employment services and emergency support services for justice-involved individuals participating in the County’s Proposition 47 Cohort 5 initiative.This initiative is a coordinated, multi-agency effort to expand diversion and reentry opportunities for individuals with substance use and co-occurring mental health needs, particularly those eligible under Proposition 36 (Health and Safety Code §11395). The program prioritizes community-based, non-custodial services that address the underlying drivers of criminal behavior, including unemployment, poverty, housing instability, and lack of access to basic resources.Services procured under this RFP will focus on stabilization and workforce reintegration, providing participants with the tools and support necessary to secure employment, meet basic needs, and successfully transition back into the community. The selected Contractor(s) will play a critical role in improving long-term outcomes, reducing recidivism, and supporting public safety through sustainable reentry pathways.
