This program processes pharmacy claims for US Veterans with VA rated service-connected conditions that are residing or traveling abroad. In order for these pharmacy claims to be processed properly for payment, the FMP has a need for access to a database that meets all of the criteria below. \nThe period of performance shall be a base year plus 4 option years starting on March 31, 2026.\nBase year: 3/31/2026 3/30/2027\nOption year #1: 3/31/2027 3/30/2028\nOption year #2: 3/31/2028 3/30/2029\nOption year #3: 3/31/2029 3/30/2030\nOption year #4: 3/31/2030 3/30/2031\n\nThe database must be web-based application\n\nApplication must be available to up to 110 users simultaneously during the hours and days listed:\n\nAvailable from 0600 to 2100 (Mountain Standard Time), Sunday through Saturday\n(seven days a week).\nThe service must not require extensive training to utilize.\n\nMust provide either web-based user tutorial training video or web-based user instruction guide equivalent.\n\nMust have an extensive searchable database for US domestic and foreign medications.\n\nAble to determine whether any medication is Food and Drug Administration (FDA) approved or not. Include both domestic and foreign medication names to cross-reference the foreign medications with their domestic counterparts.\n\nMust list all FDA approved indications that can be treated.\n\nMust list off-labeled indications that can be treated.\n\nMust include the studies that show the effectiveness of the drugs for treating the\napproved off-labeled indications.\nMust list medication s ingredients.\n\nAble to determine whether a particular medication is appropriate for a Veteran s service-connected condition or not.\n\nResults must be printable.\n\n\nDelivery and acceptance are to be F.O.B Destination (RFO 52.247-34) at: \n\nN/a web-based subscription shall not require a physical delivery of items.\n52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition\n\nAny award made as a result of this solicitation will be made on an All or Nothing Basis.\n\nState if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract.\n\nIf the acquisition is set-aside for SDVOSBs/VOSBs, their socioeconomic status must be verified and visible in the SBA Small Business Certification (SBS): https://search.certifications.sba.gov/ at the time of quote submission AND award, or will be considered non-responsive, and will NOT be considered for award.\n\nOfferors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contactors, the offeror making such contact may be excluded from award considerations.\n\nAll proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror s page limitations unless otherwise indicated in the specific volume instructions below.\n\nAll information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote.\n\nADDENDUM to RFO 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL\n\nSubmission of quote shall include the following volumes: (I) Technical capability or quality of the item offered to meet the Government requirement; (II) Price; and (III) Letter of Authorized Distributor (VAAR 852.212-71 (c), as applicable.\n\nVolume I - Technical capability or quality of the item offered to meet the Government requirement\nThe offeror shall submit specifications, cut sheets, or brochures confirming the equal products, including equal products of the brand name manufacturer submitted, meets or exceeds the salient physical, functional, or performance characteristic specified in this solicitation. The product(s) quoted must be identified by brand name, if any, and make or model number.\n\nVolume II Price\nPrice - The offeror shall complete the pricing schedule provided in Section (v) above: Price/Cost Schedule.\n\nVolume III Letter of Authorized Distributor\nIf the offeror is not an OEM, then the offeror shall submit a verifying authorization letter or other documents from the OEM consistent with the requirements of VAAR 852.212-71(c). Technical capability or quality of the item offered to meet the Government requirement\nFactor 2. Price\nFactor 3. Submission of Authorized Distributor Letter\n\nEvaluation Approach. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use comparative analysis. The following factors will be used to evaluate offers: \n\nFactor 1. Technical capability or quality of the item offered to meet the Government requirement: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.\n\nFactor 2. Price: The Government will evaluate the price by adding the total of all line item prices, including all options. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the item offered to the Government requirement shall not be selected regardless of price.\n\nFactor 3. Submission of Authorized Distributor Letter: Vendor eligibility will be determined in addition to other evaluation factors above by the submission of a proper OEM letter (see VAAR 852.212-71(c)) from the manufacturer of the products included in the quote.\n\n**The Government may consider an award to other than the lowest priced quoter/offeror if it s in the best interest of the Government.**\n\nIf offeror does not provide all volumes as outlined in RFO 52.212-1 Instructions, the offer may be considered non-responsive. \n\nThe Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. This program processes pharmacy claims for US Veterans with VA rated service-connected conditions that are residing or traveling abroad. In order for these pharmacy claims to be processed properly for payment, the FMP has a need for access to a database that meets all of the criteria below. \nThe period of performance shall be a base year plus 4 option years starting on March 31, 2026.\nBase year: 3/31/2026 3/30/2027\nOption year #1: 3/31/2027 3/30/2028\nOption year #2: 3/31/2028 3/30/2029\nOption year #3: 3/31/2029 3/30/2030\nOption year #4: 3/31/2030 3/30/2031\n\nThe database must be web-based application\n\nApplication must be available to up to 110 users simultaneously during the hours and days listed:\n\nAvailable from 0600 to 2100 (Mountain Standard Time), Sunday through Saturday\n(seven days a week).\nThe service must not require extensive training to utilize.\n\nMust provide either web-based user tutorial training video or web-based user instruction guide equivalent.\n\nMust have an extensive searchable database for US domestic and foreign medications.\n\nAble to determine whether any medication is Food and Drug Administration (FDA) approved or not.
