The requirement is for the procurement of Newborn Screening Services on behalf of Naval Medical Center San Diego, Naval Hospital Camp Pendleton, and Navy Medicine Training Center Twentynine Palms. \n\n The above services are a mandatory requirement via various pieces of legislation including 42 U.S.C Code 247b-41, California Health and Safety Code Division 6, Part 5, Chapter 1 and California Code of Regulations, Title 17, Division 1, Chapter 4, Subchapter 9, Group 3. \n\n Based on the approved Justification and Approval (J&A) (which will be posted after award), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. \n\n A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
