The Department of Veteran Affairs, NCO 6 intends to issue an Invitation for Bid (IFB) under the authority of FAR 6.103-1(b) no other type of supplies or services will satisfy agency requirements. The project will include Brand Name components, as described below, unless the results of this Sources Sought Notification indicate otherwise. \nThis notification serves three purposes:\nTo notify potential offerors of the Government s intent to solicit a brand name component under a future construction project.\nTo identify potential sources that can provide Brand Name or Equal items (construction materials) named in the design\nNotification of NCO6 s intent to require Brand Name Only items if the market is unable to provide equivalent products. \nThis notification DOES NOT:\nAim to identify sources for construction services in and of themselves. \nRelieve the VA from awarding to SDVOSB for the construction services requirement should separate market research meet the Rule of 2. \nIn the event that no equivalent equipment is available, a Brand Name Justification will be issued pursuant to FAR 6.104.\nSUMMARY OF REQUIREMENT\nThe Contractor will perform all professional services necessary to perform the installation of a Valcom IP600 Public Address System for the Hampton VA Hospital as part of project 590-24-115. In accordance with VAAR 836.204(f), the estimated magnitude of construction is between $1,000,000 and $2,000,000. The awarded construction contractor will be responsible for providing the brand name equipment, should this sources sought not render an alternative brand to meet the equipment/construction material requirements. \nNAICS CODE: 238210 Electrical Contractors and Other Wiring Installation Contractors\nPRODUCT OR SERVICE CODE: Z2DA - Repair or Alteration of Hospitals and Infirmaries\nINSTRUCTION FOR RESPONDING:\nInterested vendors must show clear and convincing evidence that alternatives to the specified items exist AND that such alternatives are approved for use on VA installations. Interested vendors aspiring to be considered by NCO 6 must provide the following information:\nA brochure OR capability statement that clearly shows similar capabilities to the system described above.\nHas an Enterprise Risk Analysis Report (ERAR) signed by VA INFOSEC approving the alternate equipment OR has demonstrated history of successfully installing the equipment in other VA installations.\nThe equipment is manufactured in the United States and meets all Buy-American Act (BAA) requirements.
