The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Strengthening Hydromet and Climate Services under the Component-II of Integrated Flood Resilience and Adaptation Project (IFRAP) and intends to apply part of the proceeds toward payments under the contract for subject consulting services.

Procurement Specialist

Master Degree or equivalent (minimum sixteen years of education) in business, engineering, procurement, logistics management or supply chain management; or equivalent.

Diploma or certification in procurement, supply chain management or project management will be accorded due weightage.

At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in procurement of Goods, Works, Consulting & Non-consulting services.

Knowledge and implementation experience of various international/ national/subnational public procurement rules shall be accorded due weightage.

Must have proficiency in English

Proficient in the use of computers (MS Office, Project Management Tools etc.)

The Project Implementation Unit – Pakistan Meteorological Department (PIU-PMD) now invites eligible Individuals (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by providing and submitting the following:

A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake the assignment and deliver inputs/ outputs required under the TOR.

A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020.

The Consultant will be employed on Contract basis under and shall be working on full-time basis in PIU PMD, Saidpur, Islamabad.
