The North American Industry Classification System (NAICS) code for this procurement is 541512. \n\n \nThe solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular \n(FAC) 2026-01, Effective 3/13/2026. \n\n This is a Non-Competitive (Notice of lntent) combined Synopsis Solicitation to Award a Contract or Purchase Order without providing for full or open competition (including Brand-Name). \n\n \nThis sole source is being conducted pursuant to the authority of 10 U.S.C. 3204(a)(l) or 41 U.S.C. 3304(a)(l), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements. \nAll responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Description of Requirement: The Government anticipates award ofa firm-fixed-price delivery order for this requirement. The \nCenters for Medicare and Medicaid Services (CMS) intends to negotiate with National Student Clearinghouse on a sole source basis. All proposals must submit a Performance Work Statement (PWS). \n\n \nThe period of performance of this contract is estimated for one base year and two option years: \nBase Period: May 14, 2026 - May 13, 2027. \nOption Period 1: May 14, 2027 - May 13, 2028. \nOption Period 2: May 14, 2028 - May 13, 2029. \n\n \nAdditional contract requirement(s) or terms and conditions: See all Sections and Sub-sections of the Terms and Conditions below. \nDefense Priorities and Allocations System (DPAS) is not applicable. \n\n \nComplete proposals/quotes shall be submitted electronically no later than 10:00 A.M. An offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint.
