Introduction Country: PHILIPPINES Description of the Assignment: General Background The transnational organized crime (TOC) landscape in Southeast Asia has evolved dramatically in recent years. Trafficking in persons (TIP) for the purpose of forced criminality (FC) to commit online scams and financial fraud, particularly occurring in Special Economic Zones (SEZs) and other areas of Cambodia, Lao People’s Democratic Republic (PDR), and Myanmar (especially border areas controlled by armed groups), as well as other destination countries (including Malaysia, the Philippines, and Thailand) has emerged as a new and growing trend. TOC groups are capitalizing on rising young adult unemployment and advances in information technology to expand these operations. Hundreds of thousands of victims of TIP for FC from across the globe have been identified in scam compounds; overall, international NGOs have identified over 66 nationalities of trafficking victims in scam compounds in Southeast Asia. TIP victims are recruited through fraudulent job ads on social media platforms and online job search platforms, where there is little to no vetting, nominal verification of jobs posted, and few warnings about the possibility of victimization through false job ads. Victims report that the employment ads and the hiring process all seem “normal and legitimate,” travel and work documents are organized by the new ‘employer,’ victims are met at the airport by members of organized crime networks, they are facilitated through immigration, and then driven to the compound to start “work,” at times crossing international borders from Thailand to Myanmar, Lao PDR and/or Cambodia. Upon arrival at the compound, passports are taken away and soon it becomes clear that they have been trafficked. While public awareness of online scamming is high, there is limited public awareness of widespread forced criminal operations, the dangerous conditions and illegal activities in cyber scam centers, and the TIP element underpinning these crimes. Objectives of the Assignment: The purpose of the assignment is to oversee and support the planning, implementation, and evaluation of the awareness campaign on human trafficking for forced criminality in the Philippines. It is anticipated that the regional campaign will have a national impact, particularly through distribution of English and Filipino content via available local media channels. The Campaign Manager will closely collaborate with an external production company responsible for creating the campaign materials and ensure the successful execution of the campaign's objectives. The Campaign manager will also work closely with UNODC implementing partners (IJM and the Mekong Club) in developing the campaign and overall strategy.
