The RFP is expected to be posted to Contract Opportunities at https://www.sam.gov/, in February 2026 (third or fourth week). \n\n \n\n This acquisition is a Design‑Build construction procurement conducted in accordance with FAR Part 36 using competitive negotiation procedures under FAR Part 15. The Government intends to award a single firm‑fixed‑price Design‑Build contract. \n\n \n\n The successful Offeror shall provide all labor, materials, equipment, supplies, supervision, and construction necessary to complete the project in accordance with the Statement of Work. Architect‑Engineer services, if required, are incidental to construction and are not being procured under the Brooks Act (40 U.S.C.
