RFP-WOMEN X Pooled Financing Facility for Women’s Health & Wellbeing

The purpose of this engagement is to onboard a partner to: Design and structure a pooled financing facility that leverages innovative financing instruments including blended finance and others. Support in securing diverse forms of capital and design innovative financing mechanisms linked to address women health areas. Manage and deploy resources effectively across thematic areas aligned with UNFPA’s mandate and India’s development and gender priorities. Deliver measurable social, health, and gender-transformative impact at scale. The facility will aim to mobilize at least USD 5 million to close financing gaps thereby supporting the ecosystem to address women health issues. It will also serve as a partnership platform, aligning government, donor, and private sector priorities with national strategies, while channeling capital efficiently to generate replicable models and evidence for the Global South. The selected agency will provide technical advisory, structuring, operationalization, and resource mobilization support to UNFPA India. UNFPA will retain oversight, fiduciary responsibility, and final decision-making authority over all financing arrangements, governance mechanisms, and partnerships established under this initiative. Any implementation support involving fund deployment, disbursement commencement, or operationalization of financing instruments shall remain subject to separate UNFPA review, approval, and applicable financial, and legal clearances.
