{"description":" SYNOPSIS OF PROPOSED CONTACT/NOTICE OF INTENT TO SOLE SOURCE | This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 for the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. \n\n The Defense Threat Reduction Agency (DTRA) contracting activity intends to issue a six (6) month Firm Fixed Price (FFP) sole source contract to General Dynamics Information Technology (GDIT) for the continuation of the Arms Control Subject Matter Expert and Training Support Services currently provided under HDTRA120F0070 while the follow-on procurement for this requirement is completed. Interested parties have twelve (12) days from the date of publication of the synopsis to submit in writing clear and convincing evidence of their qualifications and capabilities without compromising the quality, accuracy, and reliability of services provided, with all responses due by 9:00AM EST on February 23, 2026. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after twelve (12) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. \n\n In the absence of qualified responses, a contract will be awarded on a Sole Source basis, pursuant to 41 United States Code 1901 as implemented in Federal Acquisition Regulation (FAR) Part 13.501. \n\n THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any responsible source believing that it can fulfill the requirement may be considered by the agency.
