THIS IS NOT THE REQUEST FOR PROPOSAL, NOR INFORMATION FOR BID. \n\n \nThe U.S. Army Corps of Engineers (USACE) Detroit District intends to solicit for the FY26 Saginaw Maintenance Dredging (MD) and Confined Disposal Facility (CDF) / Dredged Material Disposal Facility (DMDF) Maintenance project, located in Bay City, MI and Saginaw, Michigan. The project includes, but not limited to, Maintenance Dredging to address shoaling in the Upper River and Lower Bay as part of recurring channel maintenance to allow continued operation for its authorized purpose. This project includes routine maintenance of the government-owned CDF and DMDF. In the Upper River the dredging operation will be limited to the boundaries of the federal navigational channel. The dredged material will be placed in the DMDF. Maintenance of the DMDF will include mowing of cell 1 and perimeter dike and gravel placement on roads. In the Lower Bay, the dredging operation will be limited to boundaries of the federal navigation channel. The dredged material will be placed in the CDF. CDF maintenance will include perimeter and cross-dike mowing, and gravelplacement on roads. \n\n \nThe North American Industrial Classification System (NAICS) code for this work is 237990 (Exception), Other Heavy and Civil Engineering Construction, which has a small business size standard of $37 million (dredging) in average annual receipts. \nThe Request for Proposal (RFP) is intended to be issued as a 100% set-aside for small businesses. \n\n \nGeneral Information: \n\n \nThe Government intends to issue a firm-fixed price contract. \nAnticipated Solicitation Posting Date: January 2026. \nAnticipated Proposal Due Date: February 2026. \n\n \nThe solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via the PIEE Solicitation Module and/or SAM.gov which is free of charge. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this pre-solicitation notice or the upcoming solicitation. Please note the Government will not be maintaining a bidders list during the solicitation period.
