This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued separately. \n\n The solicitation number is FY26r1061017. This solicitation is issued as a request for quote (RFQ) for Machine Translation Service at El Paso, HQ. \n\n This is a 100% Small Business Set Aside. Only offers from Small Businesses will be considered for this solicitation. \n\n The associated North American Industry Classification System (NAICS) code is 541930 – Translation and Interpretation Services. Product of Service Code for this requirement is R608 –Support-Administrative: Translation and Interpreting. The Small Business Administration (SBA) size standard for this sector is $22.5 Million. \n\n Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your quote via e-mail directly to my attention at angelica.baca@ibwc.gov \n\n Quotes shall be good for 90 Days. \n\n Offer due date/local time: February 6, 2026; 3:00 pm MST . \n\n Only questions submitted by email to angelica.baca@ibwc.gov will be considered. Questions received from Offerors after 3p on January 30, 2026, may not be responded to. \n\n Active UEI (Unique Entity Identifier) must be included in your offer. \n\n Description: The International Boundary and Water Commission, United States Section (IBWC) requires Machine Translation Services for El Paso HQ, Base Year + 4 Option Years as per CLIN Structure attached. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance. \n\n The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA) , responsible offeror. \n\n Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov. \n\n FAR Clause 52.232-18 Availability of Funds - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
