Introduction [SCOPE OF TENDER......] Under the overall guidance and supervision of the team lead of Carbon Markets and Energy Finance portfolio of the UNDP ASFH, the consulting firm will carry out the following tasks: A.1 Report 1: Africa Carbon Market Resilience in Political Shifts This workstream is the highest priority and must be completed in full by 30 July 2026. The consulting firm will: · Conduct a thorough technical review and quality assurance of the existing report, checking for internal inconsistency, factual accuracy, appropriate sourcing and citation, and alignment with UNDP knowledge product editorial standards; · Identify and correct areas requiring clarification or correction by the ASFH technical team and prepare a structured QA review note documenting findings before submitting revised versions; · Format the full-length report to UNDP corporate standards, including consistent heading hierarchy, typography, table and figure formatting, footnotes, acronyms list, and bibliography; · Develop an abridged version of the report (approximately 10-15 pages) capturing key findings, analysis, and recommendations in a condensed, reader-friendly format suitable for policy and practitioner audiences; · Develop a policy one-two pages (maximum two sides of A4) presenting the core messages, key findings, and strategic recommendations in plain language suitable for senior decision-makers and non-specialist audiences; · Infographic presenting a visual summary of the report for high-level stakeholder communication; · Design a professional roll-up banner (85cm x 200cm, print-ready) for use at the launch event, incorporating UNDP and ASFH branding, the report title, and key visual elements consistent with the report's design language; · Design and deliver a QR code linking to the UNDP knowledge product landing page for the report, from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements. A.2 Report 2: Strategic Assessment of African Countries' Emissions and potentials for International Carbon Markets The consulting firm will: · Conduct a comprehensive review and quality assurance of the existing report, assessing analytical framework, data accuracy, country-level data consistency, sourcing, internal logic, and compliance with UNDP knowledge product editorial standards; · Prepare a structured QA review note documenting findings and recommended revisions for ASFH consideration before formatting proceeds; · Format the full-length report to UNDP corporate standards, incorporating all agreed revisions; · Develop a short version of the report (approximately 10-15 pages) summarizing the assessment framework, key country-level findings, and strategic recommendations; · Develop a policy note one-two pages (maximum two sides of A4) presenting the most policy-relevant findings and recommendations in accessible, plain-language format; · Design and develop an interactive map or data visualization tool presenting country-level data from the report in a visually compelling, user-friendly format enabling users to explore country emissions profiles, readiness indicators, and carbon market positioning. The format (web-based dashboard, GIS-based map, or equivalent) shall be agreed with the UNDP ASFH team at the inception stage; · Design and deliver a QR code linking to the UNDP knowledge product landing page for the report, from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements. A.3 Report 3: Cameroon Carbon Market Framework The consulting firm will: · Review the existing Cameroon Carbon Market Framework document together with the validation report and all stakeholder feedback,
