These services include the identification of prospective licensees, negotiation of new licensing agreements, and management of all licensee accounts. The contractor shall maintain existing licenses (approx. 150) and generate new licensees authorized to market products bearing the Army's marks. The contractor's activities shall be an extension of the Army's existing marketing and advertising program, which targets two primary markets: young adults aged 17-24 and their influencers. \n\n The Government anticipates awarding a no-cost agreement where the contractor's compensation is a commission based on a percentage of royalty income generated.
